RECOMMENDATION TO COUNCIL

Staff recommends Council adopt a resolution to approve a professional services agreement with Economic & Planning Systems, Inc. (EPS), and authorize the City Manager to execute it on behalf of the City. 


 
BACKGROUND

The City contracts with consultants to perform various financial consulting services. EPS is a land economics consulting firm with over 30 years of experience in the full spectrum of services related to fiscal impact and analysis, public finance, and real estate market analysis. The City is currently working on several projects with EPS, including community facilities district formations and annexations, and staff recommends retaining EPS as the City's fiscal consultant. EPS is currently working on several projects for the City, but the current professional services agreement is set to expire on June 30, 2021. Approving a new agreement is in the City's best interests because it will allow the current projects to continue without delay and the City will not lose any traction by retaining a different consultant for these projects.
 
FISCAL IMPACT

There will be no fiscal impact from this agreement since the consulting services it covers will be for projects that will either be charged to an external party or, if not already budgeted, require staff to return to Council to recommend a budget adjustment. The three-year agreement allows services up to $100,000 per year, for an overall total compensation not to exceed $300,000.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
