RFQ 10-3303
Staff recommends Council approve a purchase order to Global Machinery International West LLC dba Global Machinery for two Hogg & Davis Hydra 985 cable pulling trailers utilizing RFQ 10-3303 as fleet additions approved in the FY2020-21 Fleet Replacement budget. The total cost including options and sales tax is $335,050.
Sourcewell
Staff recommends Council approve a purchase order to Owen Equipment Sales for one Elgin Whirlwind street sweeper utilizing Sourcewell contract# 122017-FSC as a fleet addition approved in the FY2020-21 Fleet Replacement budget. This Sourcewell contract is a cooperative agreement in compliance with Roseville Municipal Code section 4.12.105(B). The total cost including options and sales tax is $359,986.
| BACKGROUND
RFQ 10-3303
The Roseville Electric Construction and Maintenance division is purchasing two Hogg & Davis Hydra 985 cable pulling trailers as fleet additions. These trailers are designed specifically to remove underground electrical cables during cable replacement projects. The importance of these units is magnified in the fact that 85% of our electrical grid is underground. Roseville Electric has an aggressive cable replacement program which plays a key role in our historically low outage numbers. These two trailers are required in order to keep up with the growth of the City and its underground infrastructure.
A formal bid was issued with the following vendor responses:

The apparent low bidder Nesco, LLC did not include sales tax in the grand total bid price and adding sales tax would increase their bid to $347,683.39. Global Machinery’s bid of $335,049.52 is the low bid.
Sourcewell
The Public Works Street Sweeping division is purchasing one Elgin Whirlwind vacuum street sweeper as a fleet addition. The sweeper is used for residential and commercial street sweeping. The vehicle is used to meet state regulatory requirements for the MS4 permit. Street sweeping keeps gutters and alleys clean, improves aesthetics, and removes road debris. This Sourcewell contract is a cooperative agreement in compliance with Roseville Municipal Code section 4.12.105(B).

The total cost of two Hogg & Davis Hydra 985 cable pulling trailers including options and sales tax is $335,050. Funding is included in the FY2020-21 Fleet Replacement budget.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. The purchase of vehicles meets the above criteria and is not subject to CEQA. No additional environmental review is required.
