RECOMMENDATION TO COUNCIL
Staff recommends City Council adopt a resolution authorizing the City Manager to execute the Sublicense To License and Software Services Agreement (Agreement) with the Sacramento Municipal Utility District (SMUD) and its software vendor PowerSettlements.

BACKGROUND
Roseville Electric and its Balancing Authority of Northern California (BANC) partners joined the California Independent System Operator's (CAISO) voluntary Energy Imbalance Market (EIM) on March 25, 2021. Participating in the EIM involves interacting with the CAISO through BANC. The monthly settlements for energy imbalances with CAISO are aggregated by BANC and distributed to members like Roseville according to our level of voluntary participation. BANC selected PowerSettlements as the software vendor for BANC and members like Roseville to check and validate the CAISO and BANC settlements. Since SMUD joined EIM two years ahead of Roseville and the other BANC members, PowerSettlements was selected by SMUD as the BANC-wide settlement system. Accordingly, Roseville was requested to enter into an Agreement to extend the software licensing terms to cover Roseville’s use.

FISCAL IMPACT
There is no added fiscal impact to executing the sublicense Agreement. The funds for the software were already budgeted in the Electric Department FY2020-21 budget and will be in future years’ budget requests for ongoing costs.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
