RECOMMENDATION TO COUNCIL
Staff request that Council approve out-of-state travel for four School Resource Officers (SROs) to attend a Campus Safety Conference in July, located in San Antonio, Texas.

BACKGROUND
The Roseville Joint Union High School District (RJUHSD) plans to implement a multi-disciplinary behavioral threat assessment and management model at each campus. Roseville Police Department's SROs will be closely involved with the implementation and training of this model and will be involved on each multi-disciplinary team.
The 2021 Campus Safety Conference is an educational conference that brings together security, public safety, emergency management, administration and facilities responsible for protecting K-12 and higher education districts and campuses from across the country. By attending this conference, Roseville Police Department's SROs will be able to learn from experienced professionals and explore methods and leading practices in safety and security.

FISCAL IMPACT
The RJUHSD will be fully funding all travel and training expenses for three officers. The total cost for the fourth officer to attend this conference is $1,616, which includes flight, meals and hotel. There are sufficient funds in the proposed FY2021-22 Police Social Services training budget in the General Fund to cover the expense.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of out-of-state travel meets the above criteria and is not subject to CEQA. No additional environmental review is required.
