RECOMMENDATION TO COUNCIL
Roseville Electric Utility staff recommends City Council adopt a resolution to adopt the Roseville Electric Utility Security Plan report.

BACKGROUND
The purpose of the Roseville Electric Utility Security Plan, or “Plan” is to meet the physical security plan requirements as defined by the California Public Utilities Commission (CPUC) Phase I Decision on Order Instituting Rulemaking Regarding the Physical Security of Electrical Corporations D.19-01-018.
The Plan describes Roseville Electric Utility’s conformance with the industry standard set by D.19-01-018 and describes the approach that Roseville is taking to identify and protect our critical infrastructure (Covered Distribution Facilities) from physical security threats.
The Plan was reviewed by AESI-US, Inc. a qualified independent third party, and validated by the Roseville Police Department in accordance with the CPUC’s requirements. Roseville Electric Utility is required to review this plan every 5 years.

FISCAL IMPACT
There is no fiscal impact associated with the approval of the Physical Security Plan. Security improvements recommended by the plan will be addressed in future budgets.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
