RECOMMENDATION TO COUNCIL

Staff is requesting Council adopt a resolution to approve Contract Purchase Agreement 3000802 with Sierra Building Systems Inc., a Low Voltage Integrator, for fire system services and authorize the City Manager to execute it.


 
BACKGROUND

In May 2018, staff solicited proposals for multi-year citywide fire system maintenance, repair, and inspection services.  Four proposals were received and the selected vendor was Sierra Building Systems, Inc.  An amendment to the original Contract Purchase Agreement is needed to add $40,000 to the current contract.  During Fiscal Year (FY) 2020-21, many fire and intrusion alarm panels were replaced or upgraded due to being at the end of their life cycle or needing required upgrades.  This included a new fire alarm panel at the Civic Center, which was 20 years old. The additional funds will increase the total contract amount to $120,000. 


 
FISCAL IMPACT

There is no fiscal impact associated with this amendment.  Funding exists in approved Building Maintenance, Facility Rehabilitation, Parks, Electric, and Environmental Utilities budgets.  Projected spending for the optional renewal years is as follows:  FY2021-22-$120,000, FY2022-23-$80,000, FY2023-24-$80,000, contingent upon budget approval each year.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.

    

Approval of a contract purchase agreement for the maintenance and repair of fire systems meets the above criteria and is not subject to CEQA. No additional environmental review is required.
