RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt a resolution to approve a professional design services agreement for landscape architectural design services with Verde Design, Inc., and authorize the City Manager to execute the agreement. 
 
BACKGROUND

The West Roseville Soccer Complex is located off of Westbrook Boulevard just south of Blue Oaks Boulevard.  This 25 acre park site, combined with a smaller 10 acre park site immediately to the north, is intended to be developed as a regional soccer complex.

 

In March 2021, Request for Qualifications/Proposals were issued seeking experienced professional landscape architectural design firms to submit their qualifications and proposals for professional design services for the West Roseville Soccer Complex. Two responses were submitted.

 

After a panel review and based on the firm’s methodology, sports complex project experience, familiarity with the City standards and development processes and technical expertise, Verde Design, Inc. was selected and is recommended for contract approval.

 

The agreement amount combines the base services, which includes master planning, public outreach, construction document preparation and permitting.  This base work is a not-to-exceed fee of $796,245 and includes reimbursables.  In addition to the base services, an optional service for development of a a business plan/analysis for an additional $30,000 is included in the agreement.  The total cost of this agreement is $826,245.


 
FISCAL IMPACT

Work performed under this profession design agreement will be paid using West Roseville city-wide park funds previously allocated toward this capital improvement project. 

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
