RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt resolutions to approve purchase orders, issued on an as-needed basis, to J A Momaney Services, Inc. dba JAM Services as the lowest responsive and responsible bid received for Residential and Collector Lights, and Omega Pacific Electrical Supply as the lowest responsive and responsible bid received for Residential and Collector Retrofit Assemblies in response to Request for Quotes (RFQ) No. 10-3302.

 

The RFQ allows for four optional renewal years at one-year intervals.  Staff requests authorization to continue renewing the contract without further Council approvals until the contract expires or until City staff determines that continuing with the same vendor is not in the City’s best interest.


 
BACKGROUND

The Electric Department has a recurring requirement for Decorative Street Lights. The City's Roseville Electric Utility owns and operates street lights within the City’s boundaries and they install Decorative Street Lights for new development construction and for the replacement of aged and failed equipment. 

 

Roseville Electric is retrofitting existing high pressure sodium (HPS) street light fixtures with LEDs.  This program will improve lighting, reduce energy use, and reduce lighting maintenance costs over time.

 

Bidders were asked to quote unit and extended pricing by category, with residential and collector decorative lights being one category and the residential and collector retrofit assemblies being the second category. The bid was awarded separately by category. 

 

The bid specified an estimated annual usage of 700 residential lights and 200 collector lights with the low bidder, J A Momaney Services, Inc. dba JAM Services, quoting $1,369.90 each for the residential and collector lights. The bid specified an estimated annual usage of 750 residential retrofit kits and 250 collector retrofit kits with the low bidder, Omega Pacific Electrical Supply, quoting $495.00 each for the residential and collector retrofit kits. These quantities are derived from historical data and estimated future requirements.

 

The differences between the estimated annual spend of $2,000,000 for the street lights and $1,000,000 for the retrofit kits, and the bid totals of $1,232,910 (lights from J A Momaney Services, Inc. dba JAM Services) and $495,000 (retrofit kits from Omega Pacific Electrical Supply), respectively, is to allow for potentially higher than usual requirements, if needed due to recent increases in construction development projects.

 

The bid from NorCal Systems, LLC was deemed non-responsive because the alternate lighting product that they bid did not house the Photocell in the correct location as specified in the bid, which is needed for maintenance purposes. Photocells detect light which automates the on and off functionality of the street light.

FISCAL IMPACT

The estimated Fiscal Year (FY) 2021-22 total annual spend for lights is $2,000,000, and $1,000,000 for retrofit assemblies. Funding is included in the Electric Department’s Contribution in Aid of Construction (CIAC) Capital Improvement Project budget for new construction, with the cost ultimately being paid for by the developer. Funding for aged and failed equipment is included in the Electric Department’s Electric Construction and Maintenance budget.

 

Spending for future renewals will be contingent upon Council approval of budgets. Estimated spending for all four optional renewal years (FY2022-23 through FY2025-26) is as follows: $2,000,000 (lights) and $1,000,000 (retrofit assemblies) per year.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.

 

The purchase of LED Acorn Decorative Street Light and Retrofit Assemblies meets the above criteria and is not subject to CEQA. No additional environmental review is required.
