RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt a resolution to approve purchase orders issued on an as-needed basis to AZCO Supply, Inc. as the lowest responsive and responsible bid received for decorative street light poles and bases in response to a request for quotes (RFQ) (10-3304). The estimated total award for the initial contract period through June 30, 2022, is $1,000,000.

 

The RFQ allows for four optional renewal years at one-year intervals.  Staff requests authorization to continue renewing the contract without further Council approvals until the contract expires or until City staff determines that continuing with the same vendor is not in the City's best interest.


 
BACKGROUND

The Roseville Electric Utility has a recurring requirement for decorative street light poles and bases. The Utility operates street lights within the City's boundaries. They install decorative street light poles and bases for new development construction and replace aged and failed equipment. 

 

Bidders were asked to quote unit and extended pricing for the decorative street light poles and bases. The bid specified an estimated annual usage of 300 each of the poles and bases with the low bidder, AZCO Supply, Inc., quoting $711 each for the poles and $429 each for the bases. These quantities are derived from historical data and estimated future requirements.

 

The difference between the estimated annual spend of $1,000,000 and the bid total of $342,000 allows for potentially higher than usual requirements if needed due to recent increases in construction development projects.

FISCAL IMPACT

The estimated total annual spend is $1,000,000 for Fiscal Year (FY) 2021-22. Funding is included in the Electric Department’s Contribution in Aid of Construction (CIAC) Capital Improvement Project budget for new construction, with the cost ultimately being paid for by the developer. Funding for aged or replacement poles and bases is included in the Electric Department’s Electric Construction and Maintenance budget.

 

Spending for optional renewals will be contingent upon Council approval of budgets. Estimated spending for the optional renewal years is as follows: FY2022-23 $1,000,000; FY2023-24 $1,000,000; FY2024-25 $1,000,000; FY2025-26 $1,000,000. 



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.

 

The purchase of decorative street lights and poles meets the above criteria and is not subject to CEQA. No additional environmental review is required.
