RECOMMENDATION TO COUNCIL

Staff recommends that City Council, acting as the Roseville Housing Authority Board:
1.  Adopt a resolution to approve a budget adjustment in the amount of $67,221.

 

Staff recommends that City Council:

1.  Adopt an ordinance to increase the HOME fund by $14,938; the Housing Trust Fund by $22,407; the Affordable Housing Fund by $22,407; and the general fund by $149,380 and credit the general fund in an equal amount resulting in no net increase to the General Fund. 


 
BACKGROUND

The Housing Division manages many new programs in response to the American Rescue Plan, including 50 new Emergency Housing Vouchers and $5.1 million in rental assistance with Placer County’s Emergency Rental Assistance program. More state and federal funding for new housing programs continue to be offered to increase affordable housing. A limited-term housing position was established to meet these requirements. 

 

Staff recommends that the funding from this position come from the Housing Trust Fund, HOME Fund, the Affordable Housing Fund, the Emergency Rental Assistance Program approved by Council on April 7, 2021, by Resolution 12-121, and the Emergency Housing Voucher grant approved by Council on July 7, 2021.

 

The estimated annual cost of the position is $149,380 and will be funded specifically from the following sources:


 
FISCAL IMPACT

The new limited-term Housing Analyst position will be funded through non-general fund sources and will not create any additional cost to the City’s General Fund.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. The proposed staffing change meets the above criteria and is not subject to CEQA. No additional environmental review is required.
