RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt a resolution authorizing the City Manager to execute a contract purchase agreement with Fremouw Environmental Services, Inc. to provide hazardous and non-hazardous waste disposal to Roseville Energy Park and Roseville Power Plant #2. 

 

The RFP allowed for one optional renewal year.  Staff requests authorization to continue renewing the contract without further Council approvals, contingent upon budget approval each year, until the contract expires or until City staff determines that continuing with the same vendor is not in the City’s best interest.


 
BACKGROUND

Roseville Energy Park (REP) and Roseville Power Plant #2 (RPP2) generate known waste, both hazardous and non-hazardous by design. This waste is either a by-product of the plant operations or generated by chemicals used to clean and maintain the equipment for optimal efficiency. Wastes include acid cleaning solutions, caustic cleaning solutions, oily rags, waste oil, nitrate laden purge water, and salt slurry from the zero liquid discharge process.  

Roseville Electric Utility solicited proposals through RFP 07-781 for hazardous and non-hazardous waste disposal. Multiple vendors responded to the RFP. After determining the vendors were responsive and responsible, the evaluation team reviewed and scored the proposals, finding Fremouw Environmental Services, Inc. to be the most suitable vendor to provide the requested scope of services based on their safety, quality, demonstrated experience, completeness of proposal, and price.
 
FISCAL IMPACT

This multi-year professional services agreement will be for a period of four years, with an optional one-year extension if mutually agreed upon at the conclusion of the initial 4-year term. Total costs are not to exceed $2,000,000 based on an assumed average cost of $400,000 per year. Funding is included in the Electric Generation budget for Fiscal Year (FY) 2021-22 and will continue to be included in future year budgets for the term of the agreement.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.

Approval of a contract purchase agreement meets the above criteria and is not subject to CEQA. No additional environmental review is required.
