RECOMMENDATION TO COUNCIL
Staff recommends the City Council adopt a resolution authorizing the City Manager or Electric Utility Director to execute the Update to Letter of Agreement with Western Area Power Administration (WAPA) for compliance monitoring of North American Electric Reliability Corporation (NERC) Reliability Standards.

BACKGROUND
Roseville Electric Utility and WAPA entered into Interconnection Contract 04-SNR-00850 on December 23, 2004. On July 27, 2018 the parties executed LOA 18-SNR-02164 to delineate responsibilities for distinct NERC Reliability Standards that specifies the ownership, operation and maintenance activities of equipment at the Fiddyment Substation. LOA 20-SNR-02416 carries forth the terms and conditions of LOA 18-SNR-02164 and adds new responsibilities as of April 1, 2021 to reflect the current list of requirements for NERC Reliability Standards.

FISCAL IMPACT
The original LOA 18-SNR-02164 established the annual compliance cost going forward since 2018. Funding for the additional $400 per year is included in the Electric Department’s budget.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.
The Update to Letter of Agreement with Western Area Power Administration - Reliability Standards meets the above criteria and is not subject to CEQA. No additional environmental review is required.
