RECOMMENDATION TO COUNCIL
Staff recommends Council adopt a resolution to approve a services agreement with Flock Group Inc., and authorize the City Manager to execute it on behalf of the City of Roseville. Additionally, staff recommends Council adopt an ordinance amending the FY2021-22 budget in the amount of $52,500.
| BACKGROUND
The Roseville Police Department currently deploys 10 fixed Flock license plate reader cameras throughout the City of Roseville. The cameras have been a valuable tool in fighting crime within the city. The Flock License Plate Reading (LPR) cameras possess industry leading performance and technology which has assisted our department with reducing crime along with providing a tremendous tool for investigative follow-up for criminal incidents which occur in Roseville. Flock's proprietary LPR cameras possess powerful intelligence to capture the following images: all motor vehicles including cars, SUV's, pickup trucks, vans, semi-trucks, busses, motorcycles, golf carts, trailers, and even bicycles. In addition to the motor vehicle list, Flock cameras will capture vehicles with out of state plates, partial plates, concealed plates, or no plates. Throughout the past year we have discovered that enhancing this system will provide us with real-time crime information to respond to and investigate crimes such as violent felonies and stolen vehicles that enter the City of Roseville. Increasing the total number of Flock LPR cameras from 10 to 20 cameras will support our existing system and enhance our strategy to deploy cameras at all entry points to the City.
| FISCAL IMPACT
The budget adjustment will increase the Equipment Technology budget in the Traffic Safety Fund to $52,500. The budget adjustment includes $22,000 to cover the FY2021-22 cost of the 10 existing Flock LPR cameras, $5,500 to cover a three month service expense from the prior year, and the first year cost for the additional 10 LPR cameras of $25,000. There will be no fiscal impact on the City's General fund.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of a budget adjustment and services agreement meet the above criteria and are not subject to CEQA. No additional environmental review is required.
