RECOMMENDATION TO COUNCIL

Staff recommends the City Council adopt an ordinance to approve a budget adjustment in the amount of $280,547 for the Maidu Park Bike Trail Reconstruction Project, Phase 2.


 
BACKGROUND

The Maidu Park Bike Trail Reconstruction and Resurfacing Project, which began a couple of years ago, is providing much needed maintenance for the paved trail located along the perimeter of Maidu Regional Park and the various interior trails that connect the Park’s facilities with Maidu Elementary School and the Maidu Museum and Historical Site. 

  

Construction of the project is occurring in two phases: Phase 1 was completed in 2019 and consisted of patching several sections of asphalt trail and an application of a Type 1 slurry seal treatment over a majority of the existing trail. 

   

Phase 2 will complete the project and consists of the removal and reconstruction of approximately 4,600 linear feet of trail along McLaren Drive, from Rocky Ridge Drive to Thistle Down Drive and is scheduled to begin this fall.  Construction will be completed as part of the annual On-Call Roadway and Trail Maintenance Services agreement with Pavement Coatings Co., approved at the City Council meeting held on July 21, 2021.

       

Public Outreach

Public Works staff will work with the City's communication team to develop a public outreach campaign to keep the community informed of the project's progress and traffic impacts during the construction phase of the project. This includes disseminating project information on the City's web page, traffic alerts, and social media.


 
FISCAL IMPACT

A budget adjustment of $280,547 from the Local Transportation Fund is required to construct the project and cover construction soft costs. This will bring the total project budget, including the previously completed phase 1 and the current phase 2 of the project, to $635,648. The project will be entirely funded with Local Transportation Funds. No General Fund resources will be used for this project.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.  Approval of a budget adjustment meets the above criteria and is not subject to CEQA. No additional environmental review is required.
