RECOMMENDATION TO COUNCIL

Staff recommends that the City Council:

  1. Adopt a resolution to approve a professional design services agreement with Williams + Paddon/Architects + Planners, Inc., for the Pleasant Grove Wastewater Treatment Plant Maintenance Facilities Assessment and Dry Creek Wastewater Treatment Plant Operations and Lab Building Design, and authorize the City Manager to execute it on behalf of the City of Roseville.
  2. Adopt an ordinance to approve a budget adjustment to (1) move these projects from the Wastewater Rehabilitation Fund to the Wastewater Regional Rehabilitation Fund, (2) delete their original revenue budgets, (3) increase the budget for the Dry Creek Operations and Lab Building project by $400,000, and (4) transfer $2,000,000 from the Wastewater Rehabilitation Fund to the Wastewater Regional Rehabilitation Fund to fund regional rehabilitation projects.

 
BACKGROUND

The Environmental Utilities (EU) Department is seeking architectural consulting services to address facility issues at both of the City’s wastewater treatment plants. The Pleasant Grove Wastewater Treatment Plant (PGWWTP) Expansion and Energy Recovery projects are currently under construction. New facilities resulting from these projects will require additional maintenance staff and related facilities. Architectural services for PGWWTP consist of a facilities needs assessment and planning level documents.

 

Findings from a condition assessment of the Dry Creek Wastewater Treatment Plant (DCWWTP) identified that the existing operations building and the compliance laboratory, which it houses, have reached the end of their useful lives and need to be replaced. Architectural services for the DCWWTP consist of the development of design and construction documents to demolish the existing operations/laboratory building and construct a new building.

 

On March 5, 2021, a Request for Proposals (08-079) was issued seeking experienced professional architectural consulting firms to submit proposals for professional design and consulting services for the PGWWTP Maintenance Facilities Assessment and DCWWTP Operations and Lab Building Design. Eight responses were received. After a panel review and evaluation based on the criteria specified, the candidates that finished with the top four highest scores were selected to continue to the next round for interviews. Following the interviews, Williams + Paddon/Architects + Planners, Incorporated was selected as the candidate with the best value and is recommended for contract approval. The contract total of $794,299 will be divided as follows: $112,249.00 for the Pleasant Grove Wastewater Treatment Plant Maintenance Building project (#500142) and $682,050.00 for the Dry Creek Operations and Lab Building project (#500063).

 

The Pleasant Grove project has enough budget ($210,000) for its portion of the contract, but the Dry Creek project will require a budget adjustment of $400,000 to cover its contract expenses and additional staff labor of $55,000. This brings the Dry Creek project’s total budget to $770,000. Both of these projects originated in the Wastewater Rehabilitation Fund. Like other similar “SPWA partner projects” (the City’s partners are Placer County and the South Placer Municipal Utility District), both of these projects now need to move to the new Wastewater Regional Rehabilitation Fund in order to facilitate partner reimbursements. Although this City fund will front the money for these projects, the Wastewater Regional Rehabilitation Fund will later receive reimbursements from the partners for approximately 35 percent of the project costs. Those reimbursements will be based on each partner’s share of wastewater flows. This means the real cost to EU will be approximately 65 percent of the project’s costs.


 
FISCAL IMPACT

Approval of the attached budget adjustment authorizes the following:

 

1. Dry Creek Operations and Lab Building project (#500063):

  • Delete the original expense budget of $370,000 in the Wastewater Rehabilitation Fund and appropriate that same amount for the project in the Wastewater Regional Rehabilitation Fund.
  • Delete the original revenue budget of $132,090 in the Wastewater Rehabilitation Fund.
  • Increase the expense budget by $400,000 to fully-fund this new contract with Williams + Paddon and additional City staff labor of $55,000.

 

2. Pleasant Grove Wastewater Treatment Plant Maintenance Building project (#500142)

  • Delete the original expense budget of $210,000 in the Wastewater Rehabilitation Fund and appropriate that same amount for the project in the Wastewater Regional Rehabilitation Fund.
  • Delete the original revenue budget of $74,970 in the Wastewater Rehabilitation Fund.

3. Transfer $2,000,000 from the Wastewater Rehabilitation Fund to the Wastewater Regional Rehabilitation Fund to pay for these and other regional projects.

 

These transactions will result in the following:

1. A decrease of $1,627,060 in the available resources of the Wastewater Rehabilitation Fund.

2. An increase of $1,020,000 in the available resources of the Wastewater Regional Rehabilitation Fund.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
