RECOMMENDATION TO COUNCIL

Staff recommends Council approve travel for one Public Works staff member to attend the Public Works Summit in San Antonio, Texas, November 8-10, 2021.

BACKGROUND

The Public Works Summit is a conference that brings Public Works Management staff together to participate in interactive sessions to discuss issues facing our nation's Public Works departments.

Attending this two-day event provides opportunities for various municipalities to come together and discuss new ideas and strategies to improve Public Works departments. Sessions will include structured boardroom case studies, interactive roundtable discussions, and one-on-one opportunities to share how Public Works issues are addressed by agencies around the Country.

FISCAL IMPACT

The $1,200 estimated cost for this conference, including travel, hotel, and meals, is covered by the conference organizer, The Public Works Summit, at no cost to the City.

A Payment to Agency Report, California Form 801, is on file with the City Clerk's Office for the acceptance of the covered training.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of out-of-state travel meets the above criteria and is not subject to CEQA. No additional environmental review is required.
