RECOMMENDATION TO COUNCIL

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute Amendment No. 2 to the Agreement between the City of Roseville and MV Transportation, Inc. for the operation of the City of Roseville Transit System and the South Placer County Transit Information Center.


 
BACKGROUND

In September of 2017, the City of Roseville entered into an agreement with MV Transportation for management and operation of Roseville Transit (Commuter, Local and Dial-a-Ride bus services) and the South Placer Transit Information Call Center.  The original contract with MV Transportation approved the contract for four years through June 30, 2021 with a not to exceed amount of $16,871,287.78. The original proposal also contemplated and provided pricing for two two-year options beyond 2021.

   

On June 16, 2021, the Council approved Amendment No. 1 to the agreement with MV Transportation to extend the term of the Agreement two additional years to an end date of June 30, 2023. This amendment approved the costs to manage and operate Roseville Transit and the Call Center as follows:

   

FY21/22 Operations    $4,244,102.52

FY21/22 Call Center   $378,656.11

FY22/23 Operations    $4,509,198.27

FY22/23 Call Center   $385,561.41

TOTAL                        $9,517,518.31

   

Amendment No. 1 did not, however, revise the not-to-exceed amount to include the above costs. Amendment No. 2 is now proposed to adjust the not-to-exceed amount of the contract by the $9,517,518.31 contemplated by Amendment No. 1 (from $16,871,287.78 to $26,388,806.09). Amendment No. 2 does not make any other changes to the agreement between the City and MV.


 
FISCAL IMPACT

The costs for the two additional years in the amount of $9,517,518.31 was approved by the City Council at the June 16, 2021 meeting. This amendment increases the not-to-exceed amount of the agreement from $16,871,287.78 to $26,388,806.09 to include the two additional years. Funding for these two option years will be provided through Federal Transit Administration (FTA) funds (5307 and CARES Act funding), State Transportation Development (TDA) funds and fare revenue. The South Placer County Call Center is funded through the Consolidated Transportation Services Agency (CTSA), with TDA revenues provided by the West Placer CTSA. General Fund resources are not used for either transit operations or the call center.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
