RECOMMENDATION TO COUNCIL
Staff recommends Council adopt a resolution to approve Contract Purchase Agreement (3000902) Amendment #1 with Presidio Networked Solutions Group, LLC, and authorize the City Manager to execute it on behalf of the City. Additionally, staff requests authorization for the City Manager or his designee to approve change order requests consistent with the contract terms up to 10% of the project total.
| BACKGROUND
The Information Technology Department released a Request for Proposals to upgrade the City's wireless network system. Presidio Networked Solutions Group, LLC was awarded the contract and a Contract Purchase Agreement was authorized by City Council on November 4th, 2020.
During the course of the project, it became evident there was a need to increase system resiliency for user authentication services. This results in additional services by Presidio which increases the scope and cost of the original contract.
Additionally, approval for future change orders totaling no more than 10% of the total contract amount will help streamline the project due to uncertainties including areas for wireless coverage improvement, additional system administrator training and other variables as the project evolves.
| FISCAL IMPACT
The Contract Purchase Agreement (3000902) Amendment #1 with Presidio Networked Solutions Group, LLC will increase the total contract cost by $6,028.43, bringing the total contract amount to $117,478.30 which is funded through the Information Technology Replacement Fund budget.
The 10% contingency shall not exceed 10% of the total contract price, or $11,747.83, potentially bringing the total project amount to $129,226.13 which remains under the project's approved funding of $200,000.00.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of Contract Purchase Agreement Amendment #1 meets the above criteria and is not subject to CEQA. No additional environmental review is required.
