RECOMMENDATION TO COUNCIL
Staff recommends the City Council take the following actions:
1. Adopt a resolution authorizing the City Manager to execute the attached reimbursement agreement between the City of Roseville and SV 218, LLC.
2. Adopt an ordinance approving a budget adjustment in the amount of $42,260, to cover the cost of rough grading a multi-use path adjacent to Parcels DF-1 & DF-2.
| BACKGROUND
Per the Sierra Vista Specific Plan (SVSP) and Development Agreement, trails are graded and, when funds are available, paved by adjacent developments. The grading and paving work is eligible for reimbursement through the SVSP Bike Trail Fund, which obtains its resources through a bike trail fee paid with each residential building permit in the SVSP.
As part of the DF-1 & DF-2 subdivisions, the developer was required to grade and install post and cable fencing to support future trail construction. The estimated cost is $42,260 as identified in the Reimbursement Agreement attached to this report.
The trail has not yet been paved because when improvement plans for the DF-1 and DF-2 subdivisions were being prepared, sufficient SVSP bike trail fees were not available at that time. Roseville staff will continue to work with the SVSP developers to identify opportunities for paving this and other trail segments in the SVSP area as funding becomes available.
| FISCAL IMPACT
Funds to cover the cost of rough grading the multi-use trail are available from bike trail development fees collected for the SVSP. There is no impact or cost to the General Fund.

ENVIRONMENTAL REVIEW
Development of the multi-use trail was previously evaluated in the Sierra Vista Specific Plan EIR, certified on May 19, 2010 and SCH NO - 2008032115 and identified in the Sierra Vista Specific Plan. Based on results of an initial study, construction of the bike trail is found to be within the project covered by the Sierra Vista Specific Plan Final EIR. As discussed in the Specific Plan EIR, the EIR provides environmental analysis of community infrastructure and facilities, including parks, pedestrian bridges, and bike trails, to the extent applicable. Because the project is consistent with the Sierra Vista Specific Plan Final EIR and Specific Plan, no new effects would be expected to occur and all applicable mitigation measures from the Sierra Vista Specific Plan EIR will be implemented during the design and construction of the Sierra Vista Specific Plan multi-use trail. Because the proposed project meets the requirements identified in the State CEQA Guidelines Section 15183, no additional CEQA review is required.
