RECOMMENDATION TO COUNCIL
Staff recommends the City Council:
- Approve the project’s concept drawings and specifications.
- Adopt a resolution to approve the award of a Design-Build Construction Agreement to Diede Construction, Inc. in the amount of $2,998,700 and authorize the City Manager to execute the agreement for the project.
- Additionally, authorize the Environmental Utilities Director or his designee to approve and pay for contract change orders for this project that could increase the contract amount by no more than ten percent (10%) ($299,870) or a not-to-exceed total contract amount of $3,298,570.
| BACKGROUND
Personnel and facility needs led the City to require a new Operations Crew Facility to house water distribution operations personnel, and provide space for the storage and maintenance of materials, equipment, and vehicles used by them. The decision was made to locate this facility on the West Side Tanks and Pump Station site, which is currently under construction.
On April 1, 2021, a Request for Proposals #08-089 was released, soliciting proposals that included, but were not limited to, the Design, Permitting and Construction of a new Crew Building at the West Side Tanks and Pump Station site, 4501 Westpark Drive, Roseville, CA 95747.
The Crew Building will consist of a nominal 6,000 square foot metal building with approximately 50% of the floor space built as office space, and 50% of the floor space built as a high-ceiling two-bay mechanic shop. The architectural design and finishes of the facility will match and/or be complimentary to the West Side Pump Station facility located on the same site. Paved and gravel parking areas will be provided with the facility and the site, and site drainage will be completed in coordination with the overall facility layout. Electrical and control systems located in the crew facility will be coordinated with the West Side Pump Station as well as the overall City communications system. Diede Construction, Inc. will have the overall responsibility to complete the detailed design, carrying the design concepts presented in the preliminary design drawings through the final design process, to produce a code-compliant facility which accomplishes the design intent shown in the preliminary design drawings and specifications.
Based upon review of the proposals by the Environmental Utilities Department Proposal Evaluation Committee, the proposal from Diede Construction, Inc. was identified as providing the best value to the City and was the highest ranked using the evaluation criteria outlined in the RFP.
| FISCAL IMPACT
The total contract value of the agreement with Diede Construction will not exceed $3,298,570. Funding for this agreement with Diede Construction, Inc. is included in the Water Construction Fund. No additional funds are required at this time.

ENVIRONMENTAL REVIEW
Development of the West Side Tank and Pump Station was previously evaluated in the Amoruso Ranch Specific Plan Environmental Impact Report (EIR) (SCH No. 2008032115), certified June 15, 2016. Construction of the West Side Tank and Pump Station is within the scope of the project covered by the Amoruso Ranch Specific Plan Final EIR. The EIR provides environmental analyses of community infrastructure and facilities, including specifically addressing potable water storage and potable water storage tank location on the West Side Tank and Pump Station project site. Because the project is consistent with the Amoruso Ranch Specific Plan Final EIR, no new effects would be expected to occur and all applicable mitigation measures from the Amoruso Specific Plan EIR will be implemented during the design and construction of the project. As the proposed project meets the requirements identified in Section 15183 of the State CEQA Guidelines, no additional CEQA review is required.
