RECOMMENDATION TO COUNCIL
Staff recommends Council adopt a resolution to approve a contract purchase agreement (CPA) 3001722 for self-contained breathing apparatus (SCBA) related equipment, maintenance and repair on an as-needed basis by the Fire Department through Municipal Emergency Services, Inc. The City will utilize the League of Oregon Cities contract through National Purchasing Partners, (NPPGov) contract number PS20120. Staff also recommends that Council authorize the City Manager to sign the associated Participating Agency Endorsement Authorization.
Staff requests authorization to execute three (3) additional one (1) year renewals without further Council approval, upon verification of the approved optional renewal years on the piggyback contract, provided the applicable budget is approved by the City Council each year, until the contract expires or until City staff determine that continuing with the same vendor is not in the City's best interest.
| BACKGROUND
The Fire Department has an annual requirement for various equipment, parts and services related to SCBAs for use in emergency medical responses.
The City will be utilizing a League of Oregon Cities contract (PS20120) as a qualified government member of National Purchasing Partners, Inc. This is a competitively bid contract with an initial three-year contract period and three optional one-year renewals.
| FISCAL IMPACT
The total estimated CPA for Fire Department supplies will be $300,000 for the remaining initial term (February 16, 2022 to March 25, 2023) of the NPPGov cooperative contract. Funding is included in the Fire Department's FY2021-22 budget, and will be included in future fiscal year budgets.
The estimated total for the remaining three one-year renewal terms is $150,000 for March 26, 2023 to March 25, 2024, $150,000 for March 25, 2024 to March 26, 2025, and $150,000 for March 25, 2025 to March 26, 2026. Each will be encumbered one fiscal year at a time, upon verification of the approval of the renewal of the piggyback contract, pending Council approval of the budget for each year.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. The self-contained breathing apparatus related equipment, maintenance and repair meets the above criteria and is not subject to CEQA. No additional environmental review is required.
