| | | | | | | | RECOMMENDATION TO COUNCIL
Adopt a resolution approving an update to the City Council and City Boards, Commissions, and Committees meeting procedures.
| BACKGROUND
On February 20, 2019, Council adopted a resolution to consolidate the individual meeting procedures of the City Council and the thirteen Boards, Commissions, and Committees into one Administrative Standards document.
On February 3, 2021 the Council adopted an ordinance to approve the Municipal Code Amendments for consistency with the City Charter.
The City Clerk Department as well as the Attorney's Office have reviewed and made changes to the Administrative Standards so that we may achieve the same level of consistency with the City Charter. Changes were made to the entire document to add "Committee" to Board and Commissions, add language to clarify which Board, Commissions, and Committees have Youth Commissioners and Members who are eligible to vote at the meetings, and various other clean ups to insure that the document is clearly stated. In addition, in order to address an issue not currently covered in the Administrative Standards, the City Attorney’s Office added language to clarify that if a matter involves an appeal and an affirmative vote does not occur to either grant or deny the appeal, the result is that the decision appealed stands. All changes in the redline document are reflected on both versions.

There is no fiscal impact associated with this request.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. The updating of meeting procedures does not include the potential for a significant environmental effect, and therefore is not subject to CEQA.
