RECOMMENDATION TO COUNCIL
Roseville Electric staff recommends that the City Council adopt a resolution authorizing the Electric Utility Director to file a Notice of Completion for the public project known as Dispatch Remodel Design Build Project. The Electric Department has made a final inspection of the Dispatch Remodel Design Build Project and has found that all contract work has been completed in accordance to the plans and specifications. The project is now ready for acceptance. The total contract amount of $1,939,610.16 was paid by the Electric Fund.
| BACKGROUND
Roseville Electric was seeking to improve and modernize the functionality of its dispatch center to meet dispatching needs in the near-term and long-term, taking advantage of current technologies in dispatch centers. The project encompassed tenant improvement construction, dispatch consoles, and audio-visual equipment. The contract was awarded, after a Request for Proposals process, to CB2 Builders Incorporated, initiated by Resolution Number 20-211.
On January 5, 2022, City of Roseville staff confirmed that all punch list items have been completed and the project had been finalized per the Contract Document requirements. In compliance with the specifications and Faithful Performance bond, CB2 Builders Incorporated will guarantee the installation of all improvements for a period of twelve months from the date of Council acceptance.
| FISCAL IMPACT
The original contract amount for the Design-Build Construction Agreement for the Electric Dispatch Center Renovation Project was $1,274,610.16. A Contract Amendment was submitted for $716,548.50, with $51,548.50 being covered under the contingency. A budget adjustment was approved by Council on June 2, 2021 for an additional $665,000 for unforeseen field conditions beyond the original scope of work. The total contract amount is $1,991,158.66, which was paid from the Electric Fund.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Acceptance of the Design and Construction Services for Design-Build Electric Dispatch Center Renovation Project as complete meets the above criteria and is not subject to CEQA. No additional environmental review is required
