RECOMMENDATION TO COUNCIL
Staff recommends that the City Council adopt a resolution authorizing the City Manager, or his designee, to execute and submit grant and payment program applications and grant related documents to CalRecycle.
| BACKGROUND
CalRecycle offers grants to local jurisdictions for the collection, management, or recycling of various wastes. Local jurisdictions are notified periodically of funding availability and grant application deadlines. The City of Roseville (City) is eligible for a variety of competitive and non-competitive grant and programs including, but not limited to: SB 1383 Local Assistance Grant Program, Beverage Container Recycling Grant, Food Waste Prevention and Rescue Grant, Household Hazardous Waste Grant, Used Oil Competitive Grant, Used Oil Payment Program, etc.
The City has received numerous grants from CalRecycle throughout the years and at times is given short response times to submit the required documentation including resolutions. The attached resolution gives the City the ability to submit time-sensitive grant applications and proposals to the granting agency.
Recently, CalRecycle released a non-competitive grant program to provide one-time funding to local jurisdictions to assist with the implementation of SB 1383 regulatory requirements. The funds can be used in any of the following SB 1383 areas: capacity planning, collection, edible food recovery, education and outreach enforcement and inspection, program evaluation/gap analysis, procurement requirements, and/or record keeping. This grant requires a resolution and Roseville is eligible for funds totaling $193,659.
| FISCAL IMPACT
Roseville’s potential grant amount is $193,659 from this one-time allocation from CalRecycle. Therefore, participation in the non-competitive grant program could have a positive fiscal impact on the City's Waste Services Fund budget. However, this is only an initial estimate based on population and the actual value will be determined once the application is submitted.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute Section 21065 and CEQA State Guidelines Section 15060(c)(3) and Section 15378. Adoption of the proposed resolution meets the above criteria and is not subject to CEQA. No additional environment review is required.
