Title:Fiscal Year 2021-22 Transportation Development Act - Bicycle and Pedestrian Fund Claim

RECOMMENDATION TO COUNCIL

Staff recommends that City Council adopt a resolution to approve the Transportation Development Act (TDA) Bicycle and Pedestrian claim for FY2021-22, in the amount of $159,040, and authorize the City Manager or his designee to execute the claim on behalf of the City.


 
BACKGROUND

Per TDA Guidelines, Placer County Transportation Planning Agency (PCTPA) allocates 2% of the annual Local Transportation Fund apportionment for bicycle and pedestrian facilities. Of that 2%, 75% is allocated to local agencies on a formula basis, while 25% is put into a discretionary fund. For the FY2016-2020 funding cycle, $626,862 was available in the Bicycle & Pedestrian discretionary fund. PCTPA recently did a Call for Projects, and Phase 2 of the Maidu Park Trail Rehabilitation Project was approved for $159,040 in funding. This proposed claim accepts that award. 

   

Maidu Park Trail Rehabilitation Phase 2 consists of the removal and reconstruction of approximately 4,600 linear feet of trail along McLaren Drive, from Rocky Ridge Drive to Thistle Down Drive. This work was awarded as part of the annual On-Call Roadway and Trail Maintenance Services agreement with Pavement Coatings Co., approved at the City Council meeting held on July 21, 2021. Most of the trail reconstruction was completed in November 2021, with some minor work remaining to be completed.


 
FISCAL IMPACT

A budget adjustment was approved for this project in October of 2021 which anticipated the use of LTF Bicycle and Pedestrian Funds awarded by PCTPA. The proposed claim is required to receive these funds. 



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of the claim meets the above criteria and is not subject to CEQA. No additional environmental review is required.
