RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt two amendments and authorize the City Manager to execute them:

  1. The Fifth Amendment between the City and EMMS, Inc dba Elite Maintenance Management Systems is to approve the optional renewal clause in their contract and increase their contract authority for custodial services.
  2. The Fourth Amendment between the City and Universal Building Services and Supply Co. is to approve the optional renewal clause in their contract and increase their contract authority for custodial services.

 
BACKGROUND

On February 7, 2018, Council adopted resolutions to authorize the City Manager to sign two professional services agreement Amendments.  One was with EMMS, Inc dba Elite Maintenance Management Systems and the other was with Universal Building Services and Supply Co.. These contracts provide Citywide custodial and floor care services in accordance with RFP 01-018.

    

The Fifth Amendment with EMMS, Inc. is to approve the optional renewal clause in their contract and increase the contract value by $251,035.92 to a total not-to-exceed amount of $1,065,643.51.

    

The Fourth Amendment between the City and Universal Building Services and Supply Co. is to approve the optional renewal clause in their contract and increase the contract value by $497,029.05 to a total not-to-exceed amount of $1,918,762.05.

   

Both of these contracts are in their final year of optional renewals.


 
FISCAL IMPACT

The total annual value of the amendment with EMMS is $251,035.92, and the total annual value of the amendment with UBS is $497,029.05.  The not-to-exceed authority for both contract amendments is funded in the Public Works Facility Services Fund budget for FY2021-22.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).
