RECOMMENDATION TO COUNCIL
Staff recommends that City Council authorize the City Manager to execute a Regional Water Authority Program (RWA) Agreement regarding subscription program development and sharing of costs for a regional water emergency preparedness planning and coordination effort facilitated by the RWA, of which the City of Roseville is a member.

BACKGROUND
The City of Roseville is interested in working with the Regional Water Authority (RWA) and 12 RWA member agencies through an RWA Subscription Program to examine potential regional water reliability threats and develop emergency planning around these potential future regional water reliability threats.
Activities in the proposed RWA Subscription Program will include:
- Collaborating with participating water providers to develop an emergency plan that accounts for potential water reliability risks and responses on a regional scale.
- To provide a forum to share information in a transparent and meaningful way in order to plan and prepare for water reliability emergencies.
- To conduct a seminar with RWA Subscription Program members to identify current water provider capabilities, risks, limitations, and individual agency response command.
- Based on learning from the seminar, provide recommendations for the region that look to integrate and coordinate member capabilities, alleviate risks and limitations, and create a unified incident response command.
- Develop a regional-scale water emergency response plan to fully coordinate regional resources.
- To develop and participate in tabletop exercise(s), the frequency to be determined by RWA Subscription Program members, to ensure coordinated response to water reliability emergency scenarios.
- To provide support for grant applications and other funding requests that provide for advancement of regional water reliability emergency planning activities.
- To identify needed mutual aid agreements among RWA Subscription Program members and provide a forum for executing those agreements.
Staff believes that participating in this proposed RWA subscription program will add further value to Roseville’s water emergency preparedness planning efforts and build a stronger coordinated regional planning approach to potential threats to the region’s water supply reliability.
Therefore, staff recommends that City Council authorize the City Manager to execute a Regional Water Authority Program (RWA) Agreement regarding subscription program development and sharing of costs for a regional water emergency preparedness planning and coordination effort facilitated by the RWA.

FISCAL IMPACT
The total cost for this RWA Subscription Program is estimated not to exceed $75,000, shared among 12 RWA member agencies. Roseville’s share of $6,250 will be paid from the existing budget within the Hydrogeology and Engineering Section budget funded from the Water Operations Fund which receives revenue from water utility sales.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to feasibility and planning studies for possible future actions which the agency has not
approved or funded (CEQA Guidelines §15262). Because the Regional Water Emergency Preparedness Program Agreement with the Regional Water Authority only authorizes feasibility and planning studies, it is statutorily exempt from CEQA review. Following completion of these studies the City and/or participating entities will refine the project proposal and conduct CEQA review prior to project approval.
