Staff requests approval of a Sole Source Contract Purchase Agreement with Sixty Seven Solutions, Inc. to continue development support of Roseville’s Enterprise Asset Management system and integrations support as part of the Advanced Metering Infrastructure project. The contract purchase agreement outlines a cost of $117,026, which includes all labor, materials, bonds and structural calculations. A budget adjustment was approved in May 2020 allocating funds from Diamond Creek Community Facilities District 1 towards specific projects at Duke Davis and Bill Hughes Parks. These upgrades will require no General Fund resources.

7.10.Parks, Recreation & Libraries Strategic Master Plan - Professional Services Agreement
Memo from the Park Planning & Development Superintendent Tara Gee and Parks, Recreation & Libraries Director Jill Geller recommending the City Council adopt RESOLUTION NO. 21-284 APPROVING A PROFESSIONAL SERVICES AGREEMENT, BY AND BETWEEN THE CITY OF ROSEVILLE AND PROS CONSULTING, INC., AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE. The project consists of a comprehensive strategic master plan and a sports tourism plan that analyzes existing services provided, seeks input from the community through public outreach and statistically valid surveys, identifies gaps and needs of the community, outlines recreation and library program trends for the future, reviews access to public spaces as well as parks/facility needs and makes recommendations for future action based on findings over the next ten to fifteen years. The strategic master plan is intended to be a road map for future decisions. The total not-to-exceed amount is $199,958. Funding for this project was allocated through the General Fund Contingency budget during FY2020-21.

7.11.Parks Design & Construction Standards - 2021 Update
Memo from the Park Planning & Development Superintendent Tara Gee and Parks, Recreation & Libraries Director Jill Geller recommending the City Council adopt RESOLUTION NO. 21-269 ADOPTING THE 2021 PARKS DESIGN & CONSTRUCTION STANDARDS. The Parks Design & Construction Standards is a guiding document that outlines design and construction standards applied to parks, neighborhood and citywide, and streetscapes. This document is updated every two years in order to ensure new codes, regulations and requirements are updated or added, address typographical errors, provide clarity in areas that may cause multiple interpretations or misinterpretations, and to ensure the latest technology in irrigation, lighting and other systems. Feedback from contractors and staff is collected over each two-year period which provides the basis for updates/revisions. The changes described above will have no fiscal impact to projects and could potentially reduce costs by identifying equipment and materials that are less labor intensive to install and maintain. There is no General Fund impact.

7.12.Park Naming Policy Revisions
Memo from the Park Planning & Development Superintendent Tara Gee and Parks, Recreation & Libraries Director Jill Geller recommending Council adopt RESOLUTION NO. 21-264 APPROVING REVISIONS TO THE PARK NAMING POLICY PROGRAM FOR THE CITY OF ROSEVILLE. This public process solicits name suggestions every July for new parks that will be under construction in that fiscal year. Two recent changes have occurred that caused staff to re-evaluate the process: 1) The Parks & Recreation Commission no longer appoints a Secretary position; and 2) Attorney review of the Subcommittee has determined that the Subcommittee is subject to the Brown Act. These changes create a need to change the process. The changes to the park naming process has no fiscal impact.

7.14.Maidu Soccer Arena Improvement Project - Notice of Completion

Memo from Park Development Analyst Heather Buck and Parks, Recreation & Libraries Director Jill Geller recommending the City Council adopt RESOLUTION NO. 21-263 ACCEPTING THE PUBLIC WORK KNOWN AS THE MAIDU SOCCER ARENA IMPROVEMENT PROJECT, APPROVING THE “NOTICE OF COMPLETION”, AND AUTHORIZING THE PARKS, RECREATION AND LIBRARIES DIRECTOR TO EXECUTE SAID NOTICE ON BEHALF OF THE CITY OF ROSEVILLE. The Parks, Recreation & Libraries Department has made a final inspection of the Maidu Covered Soccer Arena Improvements Project and has found that all contract work has been completed in accordance with the improvement plans and specifications. The project is now ready for acceptance. Funding for the park improvements was provided through the Parks, Recreation & Library Capital Projects Fund in FY2019-20. Maintenance of the existing citywide park is paid from the General Fund and remains unchanged.

7.15.Rotation Tow Program - Service Agreements

Memo from Police Lieutenant Scott Blynn and Police Chief Troy Bergstrom recommending the City Council adopt RESOLUTION NO. 21-278 APPROVING TOW SERVICE AGREEMENTS AND AUTHORIZING THE POLICE CHIEF OR HIS DESIGNEE TO EXECUTE THEM ON BEHALF OF THE CITY OF ROSEVILLE.  Six tow companies will be included on the Police Department’s rotation tow list for the two-year period following execution of the agreements. Vehicle owners are responsible to pay towing companies for the towing and storage of their vehicles. There is no cost to the City.

7.16.Transit Bus Shelter Construction Fee Agreements

Memo from Alternative Transportation Analyst Alison Winter and Public Utilities Director Jason Shykowski recommending the City Council adopt RESOLUTION NO. 21-276 APPROVING THE FORM OF TWO TRANSIT BUS SHELTER CONSTRUCTION FEE AGREEMENTS, AUTHORIZING THE CITY MANAGER TO EXECUTE THEM ON BEHALF OF THE CITY OF ROSEVILLE AND AUTHORIZING THE CITY ATTORNEY TO MODIFY THE FORMS AS NECESSARY. Staff requests Council approve the form of two template Transit Bus Shelter Construction Fee Agreements, authorizing the City Manager to execute all pending and future Agreements, and authorizing the City Attorney to make any non-substantive changes to the form of the template Agreements. The current construction fee of $10,000 per shelter provides security for future installation of transit improvements with no fiscal impact to the City’s General Fund or Transportation Development Act funds.

7.17.Roseville Transit System Management, Operations and Call Center Services - Agreement Amendment
Memo from Transit Operations Analyst Ed Scofield and Public Works Director Jason Shykowski recommending the City Council adopt RESOLUTION NO. 21-272 APPROVING AMENDMENT NO. 1 TO AGREEMENT FOR CITY OF ROSEVILLE TRANSIT SYSTEM MANAGEMENT, OPERATIONS AND CALL CENTER SERVICES, BY AND BETWEEN MV TRANSPORTATION, INC. AND THE CITY OF ROSEVILLE, AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE. The proposed amendment would extend the term of the Agreement two additional years to an end date of June 30, 2023. All provisions of the existing agreement remain unchanged and in force. Since Roseville Transit receives Federal Transit Administration (FTA) funds, the proposed Amendment incorporates additional federal contracting clauses which were not included in the existing Agreement. Costs for option years FY2021-22 and FY2022-23 were established in the existing Agreement. The maximum obligation to the City for MV Transportation to manage and operate Roseville Transit and the Call Center are as follows:  FY2021-22 is $4,244,102.52 to manage and operate Roseville Transit and $378,656.11 to manage and operate the South Placer County Transit Information Center; FY2022-23 is $4,509,198.27 to manage and operate Roseville Transit and $385,561.41 to manage and operate the South Placer County Transit Information Center. Funding for transit services is provided primarily through FTA funds, Transportation Development Act (TDA) funds and fare revenue through the City's Transit fund. The call center is funded through the Consolidated Transportation Services Agency (CTSA) fund, with TDA revenues provided by the West Placer CTSA. General Fund resources are not used for either transit operations or the call center.

Memo from Management Analyst Jeannine Thrash and Assistant City Manager/Chief Financial Officer Dennis Kauffman recommending the City Council adopt RESOLUTION NO. 21-282 A RESOLUTION OF INTENTION TO ANNEX TERRITORY TO COMMUNITY FACILITIES DISTRICT AND TO AUTHORIZE THE LEVY OF SPECIAL TAXES THEREIN. The landowner is obligated per the Developer Agreement by and between the City and the developers relative to the Sierra Vista Specific Plan, to annex into the Municipal Services Community Facilities District (CFD) No. 3 prior to the issuance of the first residential building permit. The CFD will generate special taxes levied on the landowner's annual property tax bill. Annexation into Community Facilities District No. 3, Municipal Services, helps offset the property's impact on City General Fund resources available to pay for municipal services and therefore will not negatively impact the General Fund.

The term of the agreement is for a two-year period ending in May 2023 with two options to extend the term of the contract for an additional two years. The cost of the audit services is $157,160 per year, for a total of $314,320 over the two-year period, part of which will be paid for by the General Fund. The cost of the first year of the audit services has been included in the proposed FY2021-22 budget. 7.33.Mahany Park Open Space Multi-Use Trail Feasibility Study
Memo from Administrative Analyst Jeannie Gandler and Public Works Director Jason Shykowski recommending the City Council accept the Mahany Park Open Space Multi-Use Trail Feasibility Study and direct staff to pursue funding opportunities for the next steps including environmental documents, permits, design and construction. The study resulted in a proposed trail alignment through the open space that will connect existing trails leading into the study area and close gaps in the City's bikeway network. The study process included evaluation of existing trails, approved planning documents, field walks with assessment of existing conditions, monthly Project Development Team meetings including consultant and City staff, consultation with regulatory agencies, interviews with nearby stakeholders, and a robust community engagement program. The proposed alignment through the Mahany open space provides various lengths of recreational loop trails along with important active transportation connections between residential areas, schools, employment, shopping, and recreational amenities. Funding for the next steps of this project have not been identified. At City Council direction, staff will pursue funding through various federal, state, and local sources over the next several years to complete the project. General Fund resources were not used for this study and are not used for multi-use trail construction.

Memo from Management Analyst Mark Peinado and Police Chief Troy Bergstrom recommending the City Council approve four police officers to travel to San Antonio, Texas in July for the 2021 Campus Safety Conference. The Roseville Joint Union High School District will pay all costs associated with the training, airfare, lodging, transportation and meals for three police officers. The total cost to the City for the fourth officer to attend this conference is $1,616. There are sufficient funds in the proposed FY2021-22 Police Social Services training budget in the General Fund to cover the expense.

This was a requested item from the City Council at the May 6, 2021, City Council meeting and is an opportunity for City Council to approve a formal policy on display of flags going forward. One version of the proposed policy memorializes the longstanding past practice of the City in displaying only legally required and governmentally recognized flags at City-owned properties (i.e. the U.S. flag, California State flag, City of Roseville flag, and POW-MIA flag). The other version of the proposed policy would allow for the additional display of a “commemorative flag” (i.e. a flag that is not formally recognized nationally and congressionally as a governmental flag or associated with a local government) and otherwise consistent with the policy.

The budget for the General Fund is $183 million, which includes operating ($176 million) and non-operating expenditures ($6 million). The FY2021-22 Housing Authority program expenditure budget is $6.6 million and is primarily comprised of funding from the federally-funded Housing Choice Voucher Program for the purpose of providing rental assistance to over 700 very-low income households in Roseville and Rocklin. The cost to the General Fund for the administration of this program is $76,019 and is included in the City's proposed FY2021-22 budget. The FY2021-22 Roseville Finance Authority Budget includes debt service payments of $2,377,715 reflecting scheduled payments on the Certificates of Participation (COPs) for the Corporation Yard and 316 Vernon Street. The Finance Authority has issued other bonds and COPs, but that debt service is reflected in the City's budget within each respective fund.  For community facilities district bond issues, the Finance Authority acts as a conduit to collect payments through the County property tax levy process for the repayment of outstanding debt of these special districts. Transfers out of the capital improvement fund of $414,351 represents money transferred to the Citywide Parks Fund for the repayment of a loan from the Fleet Replacement Fund which partially funded the construction of Harry Crabb Park.
