The Fair Political Practices Commission requires local government agencies to adopt and implement a conflict of interest code which establishes categories of public officials and employees who must disclose their personal financial interests. Filing of Statements of Economic Interest (Form 700) enables the organization to identify areas of potential conflicts so that government officials and employees can refrain from making or participating in government decisions that have a reasonably foreseeable material financial effect on his or her personal interests. | | | | | | | | VIDEO | 8.1. | Roseville Police Officers’ Association - Memorandum of Understanding, Salary Schedule Update, and Budget Adjustment | | | | | | | Memo from Human Resources Director Stacey Peterson recommending the City Council adopt RESOLUTION NO. 22-040 APPROVING A MEMORANDUM OF UNDERSTANDING FOR SWORN EMPLOYEES REPRESENTED BY THE ROSEVILLE POLICE OFFICERS’ ASSOCIATION, AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE; and adopt ORDINANCE NO. 6455 AMENDING ORDINANCE NO. 6306, THE SALARY ORDINANCE FOR SWORN EMPLOYEES REPRESENTED BY THE ROSEVILLE POLICE OFFICERS’ ASSOCIATION, AS AMENDED BY APPENDIX “A” TO BE EFFECTIVE FEBRUARY 12, 2022 AS AN URGENCY MEASURE; and adopt ORDINANCE NO. 6456 AUTHORIZING CERTAIN AMENDMENTS TO THE FISCAL YEAR 2021-22 BUDGET AND DECLARING THIS ORDINANCE TO BE IMMEDIATELY EFFECTIVE AS AN APPROPRIATION MEASURE. Staff requests Council approval of a successor Memorandum of Understanding (MOU) with the Roseville Police Officers’ Association for a four (4) year term beginning February 12, 2022, to December 31, 2025. The cost to the General Fund of the successor Roseville Police Officers’ Association salary and benefit adjustments for the FY2021-22 is $260,831. The overall ongoing projected incremental costs of salary and benefit increases in the four (4) year MOU is $1,769,807, not accounting for the costs to be determined in year 2 and 4 for the labor market adjustments to maintain salaries at the 55th percentile of the market that will be presented to the City Council in December 2022 and December of 2024. Staff also recommends City Council approve an adjustment to the budget to fund the added salary and benefit costs for the remainder of FY2021-22 budget. The estimated impact of this agreement and the other recently negotiated agreements on the FY2021-22 General Fund budget is $1,734,753. The General Fund has existing appropriation authority available to fund $850,000 of this increase. Staff recommends that the City Council authorize a budget adjustment of $884,753 from additional forecasted Bradley-Burns Sales tax revenues to fund the remaining balance. These additional funds will be budgeted in the General Fund contingency budget and then will be reallocated to the appropriate General Fund Departments.
