6.1.Distribution Transformers, Dead-front Padmount Switchgear and Raychem Gelports - Increase Total Purchase Order Authority
Memo from Power Engineering Manager Chris Porter and Electric Utility Director Michelle Bertolino recommending the City Council adopt RESOLUTION NO. 22-044 APPROVING AN INCREASE IN TOTAL PURCHASE ORDER AUTHORITY. Staff requests Council approve increased total Purchase Order authority in the following amounts for purchase order contracts:  Distribution Transformers (RFQ 10-3177) from a total of $3,500,000 to $7,000,000, Dead-front Padmount Switchgear (RFQ 10-3184) from a total of $3,500,000 to $5,000,000 and Raychem Gelports (RFQ 10-3215) from a total of $210,000 to $750,000. Funding is included in the Electric Fund for FY2021-22 and future year funding will be included in the annual City Council approved Electric Department budget.

6.2.Self-Contained Breathing Apparatus - Contract Purchase Agreement

Memo from Fire Chief Rick Bartee and Assistant Fire Chief Brian Diemer recommending the City Council adopt RESOLUTION NO. 22-047 APPROVING A CONTRACT PURCHASE AGREEMENT, BY AND BETWEEN THE CITY OF ROSEVILLE AND MUNICIPAL EMERGENCY SERVICES, INC., AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE (3001722). Staff requests Council approval of a contract purchase agreement for self-contained breathing apparatus related equipment, maintenance and repair on an as-needed basis by the Fire Department through Municipal Emergency Services, Inc. The City will utilize the League of Oregon Cities contract through National Purchasing Partners, (NPPGov) contract number PS20120. The total estimated cost for Fire Department supplies will be $300,000 for the remaining initial term (February 22, 2022 to March 25, 2023) of the NPPGov cooperative contract. Funding is included in the Fire Department's FY2021-22 budget and will be included in future fiscal year budgets. This is a competitively bid contract with an initial three-year contract period and three optional one-year renewals.

6.3.Industrial 12kV Underground Conversion Project - Approval of Plans and Specifications and Authorization to Call for Bids
Memo from Electrical Engineering Technician Supervisor Joey McKinney and Electric Utility Director Michelle Bertolino recommending the City Council approve the plans and specifications for the Industrial 12kV Underground Conversion Construction Project and authorize staff to call for bids. The purpose of this project is to install underground infrastructure along Industrial Boulevard and convert one overhead circuit to an underground circuit. The cost of the project is estimated at $250,000. Funds are available in the Electric Fund FY2021-22 budget.

6.4.Zero Emissions Bus Depot - Approval of Plans and Specifications and Authorization to Call for Bids

Memo from Assistant Engineer Daniel Lierly and Public Works Director Jason Shykowski recommending the City Council approve the plans and specifications for the Zero Emissions Bus Depot project and authorize staff to call for bids. The project will construct a new bus depot accommodating up to 30 battery electric buses. The engineer's estimate for this project is $4,325,000 and is funded with $3,169,914 of Local Transportation Funds, $73,000 of Electric Funds, $365,512 Low Carbon Transit Operations Program Grant, $140,125 Placer County Air Pollution Control District Grant, and $796,449 from other local funds still to be determined. Construction of the Zero Emissions Bus Depot is anticipated to begin in late spring of 2022 and be completed in the fall of 2022.

6.5.401 Oak Remediation Services - Contract Purchase Agreement and Budget Adjustment

Memo from Project Coordinator Rebecca McCoy and Public Works Director Jason Shykowski recommending the City Council adopt RESOLUTION NO. 22-036 APPROVING A CONTRACT PURCHASE AGREEMENT, BY AND BETWEEN THE CITY OF ROSEVILLE AND JM ENVIRONMENTAL INC., AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE (3001253); and adopt ORDINANCE NO. 6454 AUTHORIZING CERTAIN AMENDMENTS TO THE FISCAL YEAR 2021-22 BUDGET AND DECLARING THIS ORDINANCE TO BE IMMEDIATELY EFFECTIVE AS AN APPROPRIATION MEASURE. Staff recommends Council approval of a contract purchase agreement with JM Environmental Inc. for asbestos remediation services at 401 Oak Street. The cost of the Agreement is a not-to-exceed amount of $2,137,500. Additionally, staff recommends approval of a budget adjustment appropriating available resources in the Strategic Improvement Fund to the 401 Oak Street Site Work project. The recommended budget adjustment totals $2,214,045 and includes the costs of the known and anticipated asbestos remediation required for the demolition of the 401 Oak property.

6.6.Electric Dispatch Center Renovation Project - Notice of Completion

Memo from Electric Operations Manager Jason Grace and Electric Utility Director Michelle Bertolino recommending the City Council adopt RESOLUTION NO. 22-034 ACCEPTING THE PUBLIC WORK KNOWN AS THE DISPATCH REMODEL DESIGN BUILD PROJECT, APPROVING THE “NOTICE OF COMPLETION”, AND AUTHORIZING THE ELECTRIC UTILITY DIRECTOR TO EXECUTE SAID NOTICE ON BEHALF OF THE CITY OF ROSEVILLE. The Electric Department has made a final inspection of the Electric Dispatch Center Renovation Project and has found that all contract work has been completed in accordance to the plans and specifications. The project is now ready to receive the Notice of Completion. The total contract amount of $1,939,610.16 was paid from the Electric Fund.

6.7.West Roseville Specific Plan - Parcel F-55 - Final Map and Subdivision Agreement

6.8.CalRecycle Grant and Payment Program Applications
Memo from Environmental Utilities Compliance Administrator Michelle White and Environmental Utilities Director Richard Plecker recommending the City Council adopt RESOLUTION NO. 22-037  AUTHORIZATION FOR CALRECYCLE GRANT FUNDING FOR WHICH THE CITY OF ROSEVILLE IS ELIGIBLE. Staff requests Council approval to apply for CalRecycle grants and payment programs for a five-year period, ending June 30, 2027. Roseville’s potential grant amount is $193,659 from this one-time allocation. Funds received from grants will be used in Environmental Utilities Waste Services to offset operational costs and provide public benefits through improved collection, management, and recycling programs and services.

6.9.Folsom Reservoir Raw Water Delivery Reliability Project - Memorandum of Agreement

Memo from Assistant Environmental Utilities Director Sean Bigley and Environmental Utilities Director Richard Plecker recommending the City Council adopt RESOLUTION NO. 22-038 APPROVING A MEMORANDUM OF AGREEMENT, BY AND AMONG THE SAN JUAN WATER DISTRICT, CITY OF ROSEVILLE AND CITY OF FOLSOM, AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE. Staff requests Council approval of a memorandum of agreement regarding sharing of costs for the Folsom Reservoir Raw Water Delivery Reliability project between the City of Roseville, City of Folsom, and the San Juan Water District. The total cost for this project will not exceed $269,710, with the City sharing one-third of the cost at $89,903.33. The City's share will be paid from the existing budget within the Water Utility Administration budget funded from the Water Operations Fund, which receives revenue from water utility sales.

6.10.Regional Emergency Preparedness Program - Regional Water Authority Program Agreement

Staff requests Council approval of a Regional Water Authority (RWA) Program Agreement regarding subscription program development and sharing of costs for regional water emergency preparedness planning and coordination effort facilitated by the RWA, of which the City is a member. The total cost for this RWA Subscription Program is estimated not to exceed $75,000, shared among 12 RWA member agencies. The City's share of $6,250 will be paid from the existing budget within the Hydrogeology and Engineering Section budget funded from the Water Operations Fund which receives revenue from water utility sales.

6.11.Fiscal Year 2021-22 Transportation Development Act - Bicycle and Pedestrian Fund Claim

Memo from Transportation Grants Analyst Cameron Schreiter and Public Works Director Jason Shykowski recommending the City Council adopt RESOLUTION NO. 22-045 APPROVING AND AUTHORIZING EXECUTION OF THE 2021/22 TRANSPORTATION DEVELOPMENT ACT, BICYCLE AND PEDESTRIAN FUND CLAIM TO THE PLACER COUNTY TRANSPORTATION PLANNING AGENCY. Staff requests Council approve the Transportation Development Act Bicycle and Pedestrian claim for FY2021-22, in the amount of $159,040. A budget adjustment was approved for this project in October of 2021, and anticipated the use of Local Transportation Fund Bicycle and Pedestrian Funds awarded by Placer County Transportation Planning Agency. The proposed claim is required to receive these funds.

6.12.2022 Citywide Records Retention Schedule Update
Memo from Paralegal Gretchen Hakala and City Attorney Michelle Sheidenberger recommending the City Council adopt RESOLUTION 22-031 ADOPTING THE 2022 CITYWIDE RECORDS RETENTION SCHEDULE. Staff requests Council approve the 2022 Citywide Records Retention Schedule. California Government Code Section 34090 provides that certain City records, instruments or documents may be destroyed with the approval of the City Council by resolution and written consent of the City Attorney. Maintaining a records retention schedule which allows for the destruction of specified types of documents after a certain period of time will likely result in unspecified reductions to document storage and retrieval costs. There is no cost to the General Fund.

DBA ELITE MAINTENANCE MANAGEMENT SYSTEMS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE; and adopt RESOLUTION NO. 22-033 APPROVING A FOURTH AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT, BY AND BETWEEN THE CITY OF ROSEVILLE AND UNIVERSAL BUILDING SERVICES AND SUPPLY CO., AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE. Staff requests Council approval of the Fifth Amendment with EMMS, Inc. dba Elite Maintenance Management Systems with the optional renewal clause in their contract and increases contract authority by $251,035.92 to a total not-to-exceed amount of $1,065,643.51 for the five-year contract. Staff also requests Council approval of the Fourth Amendment to the Custodial Services contract with Universal Building Services and Supply Co. with the optional renewal clause in their contract and increase contract authority by $497,029.05 to a total not-to-exceed amount of $1,918,762.05 for this five-year contract. This is the fourth and final optional year renewal for these contracts. Funding for both contract amendments is available in the Public Works Facility Services Fund budget for FY2021-22.

6.14.Fair Political Practices Commission Model Conflict of Interest Code Amendment

Memo from Assistant City Clerk Helen Dreyer recommending the City Council adopt RESOLUTION NO. 22-042 READOPTING THE FAIR POLITICAL PRACTICES COMMISSION MODEL CONFLICT OF INTEREST CODE AND REPEALING RESOLUTION NO. 21-008 The Fair Political Practices Commission requires local government agencies to adopt and implement a conflict of interest code which establishes categories of public officials and employees who must disclose their personal financial interests. Filing of Statements of Economic Interest (Form 700) enables the organization to identify areas of potential conflicts so that government officials and employees can refrain from making or participating in government decisions that have a reasonably foreseeable material financial effect on his or her personal interests.  The California Government Code requires local agencies to annually review its Conflict of Interest Code to accurately reflect required filers of (Form 700) as designated by the City Attorney. Council adopted the last update in January 2021. There is no fiscal impact.

6.15.Open Space Portable Trailer - Budget Adjustment
Memo from Parks, Recreation & Libraries Superintendent Eric Dexter and Parks, Recreation & Libraries Director Jill Geller recommending the City Council adopt ORDINANCE NO. 6453 AUTHORIZING CERTAIN AMENDMENTS TO THE FISCAL YEAR 2021-22 BUDGET AND DECLARING THIS ORDINANCE TO BE IMMEDIATELY EFFECTIVE AS AN APPROPRIATION MEASURE. Staff requests Council approval of a budget adjustment for the cost of a portable toilet/utility trailer in the amount of $8,400. The recommended budget adjustment will provide the additional funds needed to replace the custom trailer that is used every day by the Open Space and Urban Forestry teams in the Parks Division. Funds for this budget adjustment will come from the Open Space Fund with a total cost of $22,000. The fund balance in the Open Space Fund is sufficient to accommodate this request. There is no impact to the General Fund.

6.16.Staffing Changes and Electric Apprenticeship Programs

Memo from Human Resources Manager Linda Hampton and Human Resources Director Stacey Peterson recommending the City Council adopt RESOLUTION NO. 22-041 APPROVING A SIDE LETTER TO THE MASTER MEMORANDUM OF UNDERSTANDING FOR EMPLOYEES REPRESENTED BY THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS, LOCAL 1245, AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE; and adopt ORDINANCE NO. 6457 AMENDING ORDINANCE 6441, THE SALARY ORDINANCE FOR ELECTRIC PERSONNEL REPRESENTED BY THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS, AFL-CIO, LOCAL NO. 1245, AS AMENDED BY APPENDIX “F” TO BE EFFECTIVE FEBRUARY 26, 2022, AS AN URGENCY MEASURE; and APPROVE THE CITYWIDE POSITION ALLOCATION SCHEDULE EFFECTIVE FEBRUARY 26, 2022. Staff is proposing new Electric Metering System Technician and Electric Substation Apprenticeship programs. The intent of the programs is to prepare employees for skilled employment as an Electric Metering System Technician and Electric Substation Technician, with the content of the training defined and dictated by the needs of the Electric Utility and in cooperation with the International Brotherhood of Electrical Workers, Local 1245 (IBEW). Staff recommends the City Council approve the IBEW Side Letter regarding the Apprenticeship Program. Also, as part of the new program, staff is recommending the approval of IBEW A & B salary schedules to reflect deletion of Electric Metering Systems Technician I/II and Electric Substation Technician I/II and the addition of Electric Metering System Technician and Electric Substation Technician, Electric Apprentice Metering System Technician and Electric Apprentice Substation Technician.  The proposed salary changes are included in the current Electric Fund FY2021-22 budget. Staff also requests Council approve the Citywide position allocation schedule reflecting the addition of one new Human Resources Technician position, the reclass of an existing limited-term Human Resources Technician to a regular position and the reclass of a vacant Electric Engineering Technician to an Associate Electric Analyst position. The total impact to the General Fund for the remainder of FY2021-22 is $43,877. The fiscal impact for the remainder of FY2021-22 for the Electric Fund is $37,284.

6.17.Hazardous Materials Derailment Training Facility Diesel Compressor - Budget Adjustment

Memo from Fire Chief Rick Bartee and Division Chief Jason Rizzi recommending the City Council adopt ORDINANCE NO. 6452 AUTHORIZING CERTAIN AMENDMENTS TO THE FISCAL YEAR 2021-22 BUDGET AND DECLARING THIS ORDINANCE TO BE IMMEDIATELY EFFECTIVE AS AN APPROPRIATION MEASURE. Staff recommends approval of a budget adjustment in the amount of $23,000 to transfer grant funds from the General Fund to the Fleet Replacement Fund to facilitate the purchase of a grant-awarded diesel compressor. The Roseville Fire Department continues to develop an existing Hazardous Materials Derailment Training Facility at the Roseville Fire Training Center. This is a unique training prop in the country designed to teach emergency responders how to effectively respond to complex railcar emergencies. The Fire Department is currently working under a $450,000 grant from California Governor's Office of Emergency Services, which Council previously approved on December 1, 2021. This is a cost-neutral request utilizing existing budgeted grant funding.

Memo from City Clerk Technician Katrina Six and Assistant City Clerk Helen Dreyer recommending the City Council adopt RESOLUTION NO. 22-046 APPROVING THE CITY COUNCIL/BOARDS, COMMISSIONS, AND COMMITTEES ADMINISTRATIVE STANDARDS UPDATES. The City Neighborhood Identification Sign Policy and Program provides recognized Roseville Coalition of Neighborhood Associations ("RCONA") neighborhoods with a cost effective way to identify neighborhood associations within Roseville. The City will design, produce, and install these aluminum signs at the City’s discretion, and funding for the program will be included in the Streets Maintenance annual operating budget.

Memo from Human Resources Director Stacey Peterson recommending the City Council adopt RESOLUTION NO. 22-040 APPROVING A MEMORANDUM OF UNDERSTANDING FOR SWORN EMPLOYEES REPRESENTED BY THE ROSEVILLE POLICE OFFICERS’ ASSOCIATION, AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE; and adopt ORDINANCE NO. 6455 AMENDING ORDINANCE NO. 6306, THE SALARY ORDINANCE FOR SWORN EMPLOYEES REPRESENTED BY THE ROSEVILLE POLICE OFFICERS’ ASSOCIATION, AS AMENDED BY APPENDIX “A” TO BE EFFECTIVE FEBRUARY 12, 2022 AS AN URGENCY MEASURE; and adopt ORDINANCE NO. 6456 AUTHORIZING CERTAIN AMENDMENTS TO THE FISCAL YEAR 2021-22 BUDGET AND DECLARING THIS ORDINANCE TO BE IMMEDIATELY EFFECTIVE AS AN APPROPRIATION MEASURE. Staff requests Council approval of a successor Memorandum of Understanding (MOU) with the Roseville Police Officers’ Association for a four (4) year term beginning February 12, 2022, to December 31, 2025. The cost to the General Fund of the successor Roseville Police Officers’ Association salary and benefit adjustments for the FY2021-22 is $260,831. The overall ongoing projected incremental costs of salary and benefit increases in the four (4) year MOU is $1,769,807, not accounting for the costs to be determined in year 2 and 4 for the labor market adjustments to maintain salaries at the 55th percentile of the market that will be presented to the City Council in December 2022 and December of 2024. Staff also recommends City Council approve an adjustment to the budget to fund the added salary and benefit costs for the remainder of FY2021-22 budget.  The estimated impact of this agreement and the other recently negotiated agreements on the FY2021-22 General Fund budget is $1,734,753. The General Fund has existing appropriation authority available to fund $850,000 of this increase. Staff recommends that the City Council authorize a budget adjustment of $884,753 from additional forecasted Bradley-Burns Sales tax revenues to fund the remaining balance. These additional funds will be budgeted in the General Fund contingency budget and then will be reallocated to the appropriate General Fund Departments. The ongoing costs will be incorporated into the FY2022-23 budget.
