RECOMMENDATION TO COUNCIL
The Parks, Recreation & Libraries department requests that the City Council adopt an ordinance approving a budget adjustment in the amount of $70,000 to repair and replace fences and construct an ADA compliant ramp in two Community Facilities Districts (CFD).

BACKGROUND
Ongoing landscape and construction repair work, such as structural repairs and landscape renovations are needed in multiple CFDs. This request consists of the following projects that were not included in the original FY2023-24 budget:
- $50,000 for fence repair and replacements in Woodcreek West CFD
- $20,000 for construction of an ADA ramp in HP Campus Oaks CFD

FISCAL IMPACT
There are sufficient fund balances in the districts to accommodate the recommended budget adjustments. This work will be funded by the respective CFDs. There is no impact on the General Fund.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of the budget adjustment meets the above criteria and is not subject to CEQA. No additional environmental review is required.
