RECOMMENDATION TO COUNCIL
The Parks, Recreation & Libraries department requests that the Roseville Finance Authority adopt a resolution approving a budget adjustment in the amount of $32,568 for turf conversion and irrigation upgrades in the Stoneridge East Community Facilities District (CFD) No. 1.

BACKGROUND
Ongoing landscape and construction repair work and landscape renovations are needed in Stoneridge East CFD 1 that was not included in the original FY2023-24 budget. The spending plan, funded by CFD bond refunding savings, includes two phases of turf conversion. This budget request is needed to complete the first phase of turf conversion. The second phase is expected to begin in FY2028-29.

FISCAL IMPACT
Funding is available in the Roseville Finance Authority Capital Projects Fund from CFD bond refunding savings. There is no impact on the General Fund.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of the budget adjustment meets the above criteria and is not subject to CEQA. No additional environmental review is required.
