| | | | | | | | RECOMMENDATION TO COUNCIL
It is recommended that the City Council adopt a resolution approving the imposition of the terms, as reasonably contemplated within the City’s last, best and final ladder truck staffing proposal to the Roseville Fire Fighters, Local 1592, dated April 19, 2018. The City’s final proposal, inclusive of proposed policy and procedure revisions, establishes a Pilot Program to reduce staffing on the ladder trucks from 4 to 3 on all shifts.
| BACKGROUND
The City of Roseville and the Roseville Fire Fighters, Local 1592 have been in good faith negotiations over the staffing of the City’s ladder trucks since March of 2017 when the City proposed to reduce staffing on the two Fire ladder trucks per shift from 4 personnel to 3. The City’s proposal is estimated to save approximately $515,134 dollars annually. It should be noted that the City is not proposing to layoff Fire Fighters rather the 6 employees affected by this change will be redeployed to a detail pool that will backfill overtime slots, thereby reducing overtime.
The parties met during 7 sessions over the past year and one-half but were unable to reach agreement on the City’s proposal. After exhausting the meet and confer process and believing that further meetings would be futile, the City declared impasse in writing to RFF on April 19, 2018. A subsequent impasse meeting required by the City’s impasse procedures was held on May 1, 2018. At that meeting, RFF agreed that the parties were at impasse and had no proposals for the City to consider that would resolve the impasse. State labor law provides for fact finding if the union requests it within 30 days of the declaration of impasse. The union has not requested fact finding and as a result, the staffing change is before the City Council for consideration of imposition.
| FISCAL IMPACT
It is estimated that the savings from the imposition of the City’s staffing change will result in approximately $515,134 annual savings.

No jobs will be created as a result of this action.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines §15061(b)(3)). The adoption of an imposition of the terms does not include the potential for a significant environmental effect, and therefore is not subject to CEQA.
