RECOMMENDATION TO COUNCIL
Staff recommends that the City Council adopt a resolution accepting Westbrook Phase 2 Village 4, CWJ# 170165, as complete and authorize the City Engineer to execute the Certificate of Completion.

BACKGROUND
The Engineering Division has made a final inspection of the above project and has found the roadway infrastructure work complete in accordance with the improvement plans and City Specifications.

FISCAL IMPACT
The actions requested as part of this action have no impact to the City's General Fund. Construction costs were paid by the developer.

ECONOMIC DEVELOPMENT / JOBS CREATED
Accepting the project as complete will not directly create jobs but rather maintain current employee levels of the developer until such a time the project is fully built out.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guideline 15061(b)(3)). Accepting the Certification of Completion for the Westbrook Phase 2 Village 4 project does not include the potential for a significant environmental effect and therefore is not subject to CEQA.
