RECOMMENDATION TO COUNCIL
Staff recommends City Council adopt a resolution authorizing the City Manager to execute Amendment No. 1 to Service Agreement S1908209 with Performance Mechanical, Inc. (PMI) to provide additional funding for unforeseen design changes required for the fabrication of the catwalk that is to be installed at the Roseville Energy Park. Total cost of the amendment is for $2,526.00, bringing the total service agreement from $59,365.00 to $61,891.00. Funding is available in the Electric Capital Improvement Projects budget for FY2018-19.
| BACKGROUND
The City’s Electric Department owns and operates two generation facilities: the Roseville Energy Park (“REP”) and Roseville Power Plant No. 2 (“RPP2”). The power generated by the REP and RPP2 supports more than half of the City of Roseville's peak electric load during the summer months. In October 2018 the service agreement S1908209 was executed with PMI to complete the Unit One Walkway Addition project as part of the REP's Balance of Plant Rehabilitation, in an effort to reduce access hazards to the roof of Combustion Turbine One.
This project is subject to review by the California Energy Commission and their delegates. During review of the fabrication drawings it was determined that additional material will be required for fabrication. Due to the additional time and material requirements beyond the original scope of work, additional funding is being requested to complete the project.

The cost of the amendment is $2,526.00, bringing the total service agreement from $59,365.00 to $61,891.00. Funding is included in the Electric Capital Improvement Projects budget for FY2018-19.

ENVIRONMENTAL REVIEW
The Unit One Walkway Addition Project was subject to California Energy Commission (CEC) staff review and approval consistent with California Code of Regulation Title 20, § 1769 (a)(2). This included project compliance with the CEC's functionally equivalent CEQA process. Via this process, CEC staff determined the proposed modifications meet the criteria for approval at the staff level because: (1) the modifications will not have any significant effect on the environment; (2) existing conditions of certification are sufficient to cover the proposed modifications without changes to, or deletions of, any conditions of certification; and, (3) the project, as modified, will maintain in full compliance with applicable laws, ordinances and standards. As such CEC staff issued a Notice of Determination -- Petition to Amend - Roseville Energy Park on August 22, 2017 (03-AFC-01C). The improvement plans included in the S1908209 Unit One Walkway Addition are consistent with the project evaluated in the CEC staff- approved Notice of Determination and consequently no additional CEQA action is required for S1908209 Unit One Walkway Addition approval.
