RECOMMENDATION TO COUNCIL

Recommend Council adopt a resolution authorizing the City Manager to sign a service agreement renewal with Rudolph and Sletten, Inc. in the amount of $350,000.00 to provide miscellaneous construction services and repairs on an as needed basis. The Request for Proposals included four optional one year renewals and staff requests authorization to continue utilizing the service agreement without further Council approvals until the contract expires, or until City staff determines that continuing with the same vendor is not in the City’s best interest. This request includes authorizing the City Manager to sign future optional renewal service agreements pending Council approval of budgets for that year, as well as approval of the bonds by the City Attorney's office each year.


 
BACKGROUND

In January of 2017, City Council authorized a service agreement with Rudolph and Sletten, Inc. to provide miscellaneous construction services and repairs on an as needed basis throughout the City. This was a five (5) year agreement with four (4) one (1) year renewals. This is the second year of the renewals.


 
FISCAL IMPACT

The value of this service agreement is $350,000.00 for FY2018-19, not to exceed annual budgeted amounts. Funding for this year is included in the Building Maintenance and Facility Rehabilitation Division FY2018-19 budget. The funds will be encumbered one year at a time pending Council approval of the budget for each year. Projected spending for the optional renewal years is as follows: FY2019-20, $375,000.00; FY2020-21, $400,000.00.



ECONOMIC DEVELOPMENT / JOBS CREATED

Based on the Federal guideline of one job created for every $92,000 in government spending, this will generate 3.8 jobs.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical changes in the environment (CEQA Guidelines §15061(B)(3)). A service agreement renewal for general construction and repair services does not include the potential for a significant environmental effect, and therefore is not subject to CEQA.
