Recommend Council approve a purchase order to Imperial Sprinkler Supply, Inc., for Calsense irrigation controllers. The cost of the Calsense irrigation controllers is $183,964.87 plus tax of $13,337.45 for a grand total of $197,302.32.
| BACKGROUND
In FY2008-09 Motorola informed the Park Operations Division that they would no longer support or manufacture their current irrigation controller hardware and software, called the Master Control System (MCS). The MCS software is Windows 95/NT/XP era (unsupported), and has compatibility issues with new operating systems and hardware. If the MCS fails, Parks staff estimates it would require five additional full-time employees to keep up with basic irrigation tasks. Therefore, Park Operations Division staff researched new irrigation control systems and determined that the Calsense Central Control System was the best fit for the City’s needs. This system was adopted as the standard for new construction, as well as replacement of the old operating system.
The Park Operations Division will eventually replace all Motorola controllers within the City. As part of this long-term plan, 21 of 42 irrigation controllers are being replaced at various park sites and in district streetscapes. Installation will be completed by a combination of City staff and contractors.

| FISCAL IMPACT
The cost of the controllers is $183,964.87 plus tax of $13,337.45 for a grand total of $197,302.32. Funding is included in the General Fund Capital Equipment Replacement Fund and Park Operations Division’s FY2018-19 district budgets. The district budgets include the Stoneridge Community Facilities District (CFD), Highland Reserve North CFD, Historic Lighting & Landscape District (LLD), Vernon Street LLD, and North Central LLD.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines §15061(b)(3). The purchase of Calsense irrigation controllers does not include the potential for a significant environmental effect, and therefore are not subject to CEQA.
