RECOMMENDATION TO COUNCIL
On December 5, 2018, staff recommended a 21.43% salary reduction for the Chief Financial Officer salary range and Council approved this recommendation through the consent calendar. To comply with Government Code 54953 (c)(3), which requires that there be an oral report and final action taken by Council during the open meeting, staff has brought this item back to present a report on the item and recommends that Council take the following action:
Adopt the ordinance to approve the attached Management A & B salary schedules (Appendix X) reflecting the reduction of the Chief Financial Officer salary range (1245, B723), effective January 5, 2019.
| BACKGROUND
Staff determined that the Council approval of the reduced Chief Financial Officer salary range did not comply with Government Code 54953 (c)(3), which requires that there be an oral report and final action taken by Council during the open meeting, as the item was approved on the consent calendar at the December 5, 2018, Council meeting. As such, staff is returning with the salary ordinance to request retroactive approval.
Specifically, the December 5, 2018, report recommended two (2) new allocations, the deletion of two (2) allocations, and involved a recommendation for the Chief Financial Officer salary range to be reduced by 21.43% due to a reorganization of duties. The following is the background explanation from the December 5, 2018, staff report:
City Manager’s Office:
With the retirement of the City’s Chief Financial Officer (CFO) at the end of the year, the City Manager reorganized duties to better meet the changing needs of executive staff. The reorganization of duties deleted the current CFO position and created a new Assistant City Manager position who will assume the oversight of the administrative support departments (Information Technology, Human Resources, Finance and the City Clerk). The CFO treasury, debt financing, and portfolio investment duties were transitioned in full to the current Finance Director. The current Finance Director position and incumbent transitioned to the new Chief Financial Officer position, effective January 5, 2019, and will continue to oversee the Finance Department.
