RECOMMENDATION TO COUNCIL
Adopt a resolution approving the third amendment to the professional design services agreement with Siegfried Engineering, Inc., and authorizing the City Manager to execute it.
| BACKGROUND
In August 2013, an agreement was entered with Siegfried Engineering, Inc. to prepare the construction documents for Phase 2 of Harry Crabb Park. Harry Crabb Park is an 18.8 acre park site located on Scarborough Drive and Secret Ravine Parkway in the Stoneridge Specific Plan. Amenities planned for Phase 2 include a spray ground (water play area), covered picnic area, paved asphalt parking lot, baseball fields, basketball court, tennis courts, pickle ball courts, turf, landscaping and irrigation.
The Phase 2 documents were bid in 2016. The project was placed on hold due to concerns regarding General Fund obligations for maintenance once the project was complete.
Siegfried’s familiarity of the project through the original work on the latest phase of construction documents offers a more timely and efficient approach to updating the plans. The drawings require revisions in order to comply with current codes, regulations, and construction standards so that permit renewals can be obtained. Several add alternates will also be added to plans to further complete the park, should budget allow.
The cost to update the plans is a not-to-exceed fee of $88,311.00. Approval of the Agreement authorizes staff to utilize the optional construction administration services at a not-to-exceed cost of $20,049.00, should it be necessary at the time of construction.
| FISCAL IMPACT
Funding will be provided through the Citywide Park Development Fund. Allocations for the preparation of the construction documents were approved in the FY2013-14 budget. There will be no General Fund impact for the revision of construction documents.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines §15061(b)(3)). Approval of the Professional Design Services Agreement Amendment does not include the potential for a significant environmental effect, and therefore is not subject to CEQA.
