RECOMMENDATION TO COUNCIL
Recommend Council approve the plans and specifications for the RG Phillips (F-52) Park Project and authorize staff to call for bids.
| BACKGROUND
RG Phillips Park (formerly park site F-52) is a 6 acre park site located off of Fiddyment Road and Old Coach Drive in the West Roseville Specific Plan. The project includes multi-use turf, children’s play area, picnic area, basketball half-court, landscaping and irrigation. In order to meet the budget constraints, additive alternatives have been identified. These include installation of a shade structure, swings, bocce ball and horseshoe courts, and an additional basketball half-court.
Bids are scheduled to be opened on March 11, 2019. Staff plans to return to Council at a later date to seek approval to award the project.
| FISCAL IMPACT
The architect’s estimate for construction for the base bid is $1,264,317.00. The estimate for all of the additive alternatives combined is $216,700.00. Additive alternates will be included in the construction contract as budget allows.
Funding for the project was approved in FY2017-18 using funds from the West Roseville Neighborhood Park Development Fund. Maintenance for this park is funded through the West Roseville Community Facilities District for Services. There will be no General Fund impact.

ECONOMIC DEVELOPMENT / JOBS CREATED
Both the construction and maintenance of the park will include contractors. This job opportunity will help stimulate the local economy in two related but separate sectors, the construction industry as well as the landscape maintenance industry.
Based on Federal guidelines, there is one job created for every $92,000 in direct government spending. Based on that guideline, this project will create 13 new jobs.

ENVIRONMENTAL REVIEW
Development of West Roseville Specific Plan (WRSP) Park Site F-52 was evaluated in the WRSP Environmental Impact Report (EIR) (January 2004) (SCH# 2002082057). Construction of Park Site F-52 is found to be within the scope of the project covered by the original WRSP final EIR. This EIR provides project level analysis for the Fiddyment Ranch portion of the WRSP community infrastructure and facilities, including parks. Because the Park Site F-52 project is consistent with the WRSP final EIR, no new effects would be expected to occur and all applicable mitigation measures from the EIR will be implemented. As such, no additional environmental documentation is required.
