RECOMMENDATION TO COUNCIL
Recommend Council adopt a resolution to authorize the use of City forces to complete environmental remediation work located at 401 Oak Street pursuant to Section 7.23 of the Roseville Charter.

BACKGROUND
In December of 2018, the City sold 401 Oak Street. Pursuant to the terms of the sale, the City is obligated to remediate any hazardous materials existing on the property that predated the City’s transfer of 401 Oak Street. A small amount of environmental remediation work was identified as needing to be performed by the City prior to the sale. City staff solicited bids from general contractors that hold multi-year contracts with the City of Roseville, but the proposals we received exceeded our budget. The Streets Division has the expertise and ability to complete the project for lower costs than the proposals we received. Section 7.23 of the Roseville Charter requires the City Council to determine which public works projects are to be performed by City forces and which are to be performed by outside contractors. Accordingly, Council approval is requested to use City forces for this work.

FISCAL IMPACT
An approval to use Public Works employees and equipment will not exceed $30,000. The project is funded by the proceeds of the sale of 401 Oak Street in the Building Operations Fund. Council approved project appropriations at the January 16, 2019, Council meeting.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines §15061(b)(3)). The approval to use City forces does not include the potential for a significant environmental effect, and therefore is not subject to CEQA.
