RECOMMENDATION TO COUNCIL

Staff recommends that City Council adopt a resolution authorizing the City Manager to execute a service agreement on behalf of the City of Roseville.  The total cost for consultant services shall not exceed $40,000.00 for Fairbank, Maslin, Maullin, Metz & Associates (FM3).


 
BACKGROUND

In 2016, the Environmental Utilities Department (EU) embarked on a research effort that involved stakeholder interviews and a statistically valid web survey to uncover thoughts, attitudes, and perceptions related to water supply reliability in Roseville. EU is working on a number of fronts to diversify water supplies over time and this project assists with understanding  customers’ thoughts, ideas and understanding surrounding water supply. EU is initiating a similar project scope to see how things have changed over time and develop strategies to increase awareness and public education.

 

As part of the process, EU staff requested proposals from qualified firms. After careful consideration, staff recommends FM3 to fulfill the water reliability survey project given its directly relevant experience in water supply research efforts throughout the state of California. Research will be conducted during the first quarter of 2019.


 
FISCAL IMPACT

The total cost for consultant services shall not exceed $40,000.00. The fees cover survey design, data collection, and a summary and presentation of findings.

The activities contained in this report will not result in job development or creation.

ENVIRONMENTAL REVIEW

The California Environment Quality Act (CEQA), does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines §15061(b)(3)). The Environmental Utilities Reliability Public Opinion Research process does not include the potential for a significant environmental effect, and therefore is not subject to CEQA.
