RECOMMENDATION TO COUNCIL

Adopt an ordinance to approve the budget adjustment request allocating $35,000.00 from the West Roseville Citywide Park Fund (229) for the Historic Fiddyment House; and a total of $668,940.00 from the Parks, Recreation & Libraries Rehabilitation Fund (315) which is comprised of $456,090.00 for carry forward of Council approved park rehabilitation projects, and $212,850.00 in water slide safety repairs. 


 
BACKGROUND

Historic Fiddyment House Stabilization

In August 2018, the contract to perform stabilization work on the historic Fiddyment House was approved by Council.  Included in the approval was a 20% contingency for change orders, however, funding for the 20% was mistakenly not added to the project Capital Improvement project budget.  As work is progressing, numerous areas of dry rot, drainage improvements and post footings have been identified. The budget adjustment of $35,000.00 will allow completion of the planned stabilization work on the house. This work will be funded by the West Roseville Citywide Park Fund (229).  Once the stabilization work is complete, renovations of the house will be placed on hold until sufficient funding can be identified.

 

Park Rehabilitation Projects

During the FY2018-19 budget process several Council approved park rehabilitation projects were unintentionally closed rather than carried forward. The budget adjustment requests the carry forward of $456,090.00 for the unspent portion of the FY2017-18 budget in order to complete these projects.  The carry forward request is funded by the Parks, Recreation & Libraries Rehabilitation Fund (315).  The list of projects includes:

  • Park Paving and Hardscape repairs:                           $  36,000.00

  • Maidu Soccer Arena:                                                   $220,090.00

  • Dietrich Park Play Structure Replacement:                 $150,000.00

  • Poured-in-Place Resilient Play Surfacing Repairs:      $ 50,000.00

                                                                Total:               $456,090.00

Additionally, through a recent safety inspection, it was discovered that the stairs on the water slide at the Roseville Aquatics Complex are in need of repairs.  The repairs involve fabrication of new step treads and riser framework for a cost of $212,850.00. The Roseville Aquatics Complex project is funded by the Parks, Recreation & Libraries Rehabilitation Fund (315).

 

In total, the requested budget adjustment seeks City Council approval of $35,000.00 from the West Roseville Citywide Park Fund (229) for the stabilization of the Fiddyment House; and a total of $668,940.00 from the Parks, Recreation & Libraries Rehabilitation Fund (315) which is comprised of $456,090.00 for carry forward of Council approved park rehabilitation projects, and

$212,850.00 in water slide safety repairs.

 
FISCAL IMPACT

This request seeks City Council approval of a budget adjustment of $35,000.00 from the West Roseville City-wide Park Fund (229) and $668,940.00 for approved park rehabilitation projects plus the water slide safety repairs from the Parks, Recreation & Libraries Rehabilitation Fund (315).

ECONOMIC DEVELOPMENT / JOBS CREATED

The construction of the park is to be performed by contractors. This project helps stimulate the local economy and the local construction industry through the employment of the construction team. Based on Federal guidelines, there is one job created for every $92,000 in direct government spending. Based on that figure, 7 new jobs were created as a result of the above.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines 15061(b)(3)). The budget adjustment for this project does not include the potential for a significant environmental effect, and therefore is not subject to CEQA.
The Roseville Aquatics Complex water slide stair repair project consists of repair and replacement of an existing structure. This activity is categorically exempt from CEQA as a Class 2 Exemption (State CEQA Guidelines Section 15302). The Exemption has been prepared and no further CEQA action is required.
