RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt a resolution authorizing the City Manager to execute a professional service agreement with Power System Engineering, Inc. (PSE) to perform consulting services in support of Roseville Electric’s procurement and implementation of an Outage Management System (OMS) and Interactive Voice Response (IVR) system. The cost of the services will not exceed $85,000.00 and funding is included in the Electric FY2018-19 budget.  
 
BACKGROUND

After completing the competitive bid process in early 2018, Roseville Electric Utility staff engaged the support of PSE consultants to develop an Advanced Distribution Management System (ADMS) roadmap. The ADMS roadmap will serve as a strategic plan for the utility to optimize its distribution system technologies to adapt to evolving industry environment, customer expectations, and legislative and regulatory mandates for the next ten years. The ADMS roadmap identified the OMS/IVR as a high priority as part of advancing the utility’s technology and communication abilities.

Based on specialized knowledge in this field and unique knowledge of the utility’s technical systems, PSE is especially suited to perform the engineering work required to assist Roseville Electric in procuring and implementing an OMS/IVR system. PSE has extensive familiarity with the OMS/IVR systems in the market and applicable engineering expertise to support Roseville through the project phases, including requirements and RFP development, proposal evaluation and contract negotiations, and system implementation. 
 
FISCAL IMPACT

The cost of the services will not exceed $85,000.00 and funding is included in the Electric FY2018-19 budget.  

ECONOMIC DEVELOPMENT / JOBS CREATED

Not applicable.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines §15061(b)(3)). The OMS/IVR procurement and implementation consulting supprt does not include the potential for a significant environmental effect, and therefore is not subject to CEQA.
