RFQ 10-3199
Staff recommends Council approve a purchase order to Oroville Ford, Inc. for three Ford F550 flatbed trucks utilizing RFQ 10-3199 to replace 08-374, 08-378 and 08-390 approved in the FY2018-19 Auto Replacement Budget. The total cost including options and sales tax is $263,090.88.

Staff recommends Council approve a purchase order to Owen Equipment Sales for one Vactor Hydro Excavation truck utilizing Sourcewell contract #122017-FSC to replace 06-475 approved in the FY2018-19 Auto Replacement Budget. The total cost including options and sales tax is $427,145.65.
Staff recommends Council approve a purchase order to 72 Hour LLC dba National Auto Fleet Group for one Ford Interceptor Utility Hybrid utilizing Sourcewell contract #120716-NAF to replace 06-302 approved in the FY2018-19 Auto Replacement Budget. The total cost of one Ford Interceptor Utility Hybrid including options and sales tax is $43,640.60.
| BACKGROUND
RFQ 10-3199
The Roseville Electric Construction and Maintenance Division is purchasing three Ford F550 flatbed trucks as replacements for 08-374, 08-378 and 08-390. These vehicles are assigned to the distribution line construction crews for daily line maintenance and construction projects. The vehicles routinely work in undeveloped areas of new construction that require four wheel drive capability. These vehicles tow trailers and equipment to job sites as well as respond to emergencies both during and after business hours.

Sourcewell
The Environmental Utilities Water Distribution Division is purchasing one Vactor Hydro Excavation truck as a replacement for 06-475. This vehicle is used on a daily basis to safely excavate utilities such as fiber optics, communication lines or high pressure gas lines with a vacuum process. The vehicle completes routine and emergency repairs in a safe and efficient manner.
The Fire Department is purchasing one Ford Interceptor Utility Hybrid as a replacement for 06-302. This vehicle is used for a dual-purpose mission of fire investigations and fire command. The vehicle is equipped to support investigations for all fires within the City including the detection, investigation and prosecution of crimes related to fires and arson. The vehicle also serves as a Battalion Chief command vehicle and is equipped to command fires, mass casualty or hazardous materials incidents, and other incidents consistent with the concepts and standards of the National Incident Management and California Fire Scope.
Vehicle replacements are based on the Fleet Scoring System which considers factors such as age, mileage, reliability, prior maintenance and repair costs, and current condition. Below are the vehicle replacement scores. A score of 23 or more indicates the vehicle is eligible for replacement.

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment (CEQA Guidelines §15061(b)(3). The purchase of vehicles does not include the potential for a significant environmental effect, and therefore is not subject to CEQA.
