| | | | | | | | RECOMMENDATION TO COUNCIL
Staff recommends Council adopt a resolution authorizing the City Manager to sign a contract purchase agreement for the rehabilitation of the Corporation Yard Vehicle Wash Systems with Air & Lube Systems, Inc. in accordance with Request for Proposals (RFP) 01-031, in the amount of $653,078.08. Staff is also requesting that the remaining portion of the approved budget, $6,921, be used as project contingency funds.
| BACKGROUND
In April of 2020, the City of Roseville released RFP 01-031 to replace two existing vehicle wash systems: one large vehicle and bus wash system, and one small vehicle wash system. The proposals were evaluated on overall proposal, cost, qualifications, and experience. The City received three bids, with one being non-responsive. After reviewing and ranking the bids, staff recommends awarding to Air & Lube Systems, Inc. The new vehicle wash systems need to be installed within the existing vehicle wash building consisting of one 90-foot drive-through bay for larger vehicles and one 60-foot drive-through bay for smaller vehicles. There is a 60-foot bay between the two bays to house the vehicle wash equipment and the existing water storage pits. The City is replacing the existing 12-year-old wash system to reduce downtime due to maintenance and repairs, reduce water waste, and achieve a higher quality wash for our fleet of almost 900 vehicles.
| FISCAL IMPACT
The value of this contract is $653,078.08 and will be funded from the approved FY2019-20 budgets for Facilities Rehabilitation and the Environmental Utilities Department. The total amount of the combined approved FY2019-20 budgeted for the project is $660,000. Staff is requesting the remaining $6,921 of the approved FY2019-20 budget be used as contingency for the project.

ENVIRONMENTAL REVIEW
The proposed project involves the repair and rehabilitation of the existing Corp Yard Vehicle Wash Systems. This activity is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines Section 15301). The Exemption has been prepared and no further CEQA action is required.
