RECOMMENDATION TO COUNCIL

Recommend Council authorize a budget adjustment of $140,000 to redirect appropriations from the Veteran’s Park South play structure replacement project within the Parks, Recreation and Library Capital Projects Fund to the Maidu Soccer Arena Improvements Project (500073), award the project to the apparent low bidder, Nolen Construction Company, Inc. (Nolen), authorize the City Manager to execute the agreement with Nolen in the amount of $272,625.24, and authorize staff to approve change order requests in an amount not to exceed 10% of the contract amount.


 
BACKGROUND

The Maidu Covered Soccer Arena is located on the 152-acre regional park site east of Rocky Ridge Drive and south of Douglas Boulevard.  The project includes minor alterations to the existing covered soccer arena to improve access, cleanliness, and spectator comfort.  It will include replacement of the existing netting and fencing with new netting and fencing, and will add shade for bleachers, additional concrete walks for access within the facility, and an electrically operated gate for improved management of facility rentals.   

 

City Council approved the plans and specifications and authorized the call for bids at the February 19, 2020, meeting.  Staff received two bids and the bids were opened on April 20, 2020.  The bid results and architect’s estimate are as follows:

Staff recommends award of the project to Nolen in the amount of $272,625.24 for the base bid and all additive alternatives.

 

The request to redirect funds will enable the project to be fully completed and ensures that this high revenue-generating facility continues to attract use and remain safe for both the users and the spectators.  While upgrades are needed, the play structure at Veteran’s Park South remains safe and a new request through next year’s budget process will be submitted for funds to address the needs of this project.

 

CONTINGENCY
During the course of a construction project, it is common to encounter unanticipated or changed conditions in the field which necessitate additions or other changes to the project and the contract. Due to the complexity of this project, staff requests authorization to approve change order requests in an amount not to exceed 10% of the contract price in accordance with the terms and conditions of the contract.


 
FISCAL IMPACT

Funding for the park improvements is provided through the Parks, Recreation & Library Capital Projects Fund and was carried forward from the unspent portion of the FY2018-19 budget.  Staff requests Council authorize a budget adjustment in the amount of $140,000 to redirect appropriations from the Veteran’s Park South play structure replacement project to the Maidu Soccer Arena Improvements Project (500073).  Staff recommends award of the base bid and all additive alternatives for a total contract award amount of $272,625.24.  This will result in a total project budget of $313,520, which includes the cost of design, construction, permits, inspections, construction administration, and contingency.  Maintenance of the existing citywide park is provided by the General Fund and will remain unchanged.



ENVIRONMENTAL REVIEW

The proposed project involves minor alterations of an existing facility.  The proposed alterations meet the specified criteria, and is categorically exempt from CEQA as a Class 1 Exemption (State CEQA Guidelines Section 15301).  The Exemption has been prepared and no further CEQA action is required.
