| | | | | | | | RECOMMENDATION TO COUNCIL
Authorize the issuance of a purchase order to ProForce for the purchase of replacement tasers with cartridges and spare parts for FY2019-20, in an amount not to exceed $130,000.
| BACKGROUND
The Police Department has an ongoing requirement for Tasers for its police personnel. The purchase is for (77) seventy-seven Tasers with cartridges and replacement parts. The Tasers are used by Patrol officers, the Regional SWAT team, and Animal Control officers.
The Police Department's current Taser X26 models are 15 years old and are no longer being supported by Taser for repair or replacement. The new X26P models, cartridges and replacement parts will carry the department through the next five years.
ProForce has been a sole source Taser provider to the City for several years. Prior to the recent authorization to replace all Tasers, the Police Department spent almost $20,000 with ProForce in FY2019-20. By approving the sole source purchase increase to $130,000, the Police Department will be able to make the final purchase of Tasers and stay within the requested limit.
| FISCAL IMPACT
A budget adjustment was approved by Council on January 15, 2020, which appropriated $100,000 in the Citizen's Option for Public Safety Fund for taser equipment replacement. The additional $30,000 was approved in the Police Department's FY2019-20 budget. There will be no net impact to the General Fund.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. The purchase taser equipment meets the above criteria and is not subject to CEQA. No additional environmental review is required.
