Title:Compressed Natural Gas Fueling Station Upgrade Phase 1 – Contract Purchase Agreement and Budget Adjustment

RECOMMENDATION TO COUNCIL

Staff recommends that City Council:

1. Adopt a resolution to approve a Service Agreement with EFS West, Inc. (EFS) for Phase 1 of the Compressed Natural Gas Fueling Station Upgrade Project (Project No. 500095) in the amount of $225,665.00, authorize the City Manager to execute it, and authorize the Environmental Utilities (EU) Director or his designee to approve and pay for contract change orders for this project that could increase the contract amount by no more than 10% ($22,567.00) for a not-to-exceed total contract amount of $248,232.00.

2. Adopt an ordinance approving the attached budget adjustment that will transfer $288,232.00 from the Waste Services Annual Rehabilitation budget in the Waste Services Rehabilitation Fund to a newly created CIP in the same fund.


 
BACKGROUND

The City of Roseville has had alternative fueled vehicles (AFV) in its fleet since 1997. The AFV mix includes hybrids, electric, and Compressed Natural Gas (CNG) vehicles. The City funded and constructed a small fast-fill and time-fill CNG fueling station in 1997 at the Corporation Yard and has operated and maintained the station for its transit and municipal vehicles since then.

 

The City is currently in the planning phases of construction of a new fast-fill Renewable Natural Gas (RNG) fuel station at the Pleasant Grove Wastewater Treatment Plant. When constructed, this will be the primary fueling infrastructure for the Waste Collection fleet.

 

The City plans to upgrade and maintain the current fueling infrastructure to provide reliability by having two fuel sources in the event the primary fueling station experiences any system failure.

 

On November 22, 2019, a Request for Proposals was issued for a Condition Assessment, Upgrade and Maintenance Plan of the Corporate Yard CNG Fueling Station.

 

On January 24, 2020, one proposal was received. The proposal was evaluated by an EU Proposal Evaluation Committee and determined that the proposal was responsible and responsive; however, Phase 2-Major Systems Upgrades and Phase 3-Maintenance Plan Agreement would be considered optional tasks to be executed only after the Condition Assessment and initial critical upgrades have been completed.

 

Based upon the findings of the Condition Assessment, staff may submit a separate request to the City Council for additional support from EFS West for Phase 2 and Phase 3 support services.

 

This project supports the City’s Strategic Plan Goal F - Invest in Well-Planned Infrastructure and Growth by reinvesting in aging infrastructure.


 
FISCAL IMPACT

The planned costs for the CNG Fueling Station Upgrades project are $288,232 ($225,665 for the services agreement with EFS West, $22,567 for a ten percent contingency, and $40,000 for staff time charged to the project). This budget adjustment transfers $288,232 from already-appropriated funds in the Waste Services Annual Rehabilitation budget to a new Compressed Natural Gas (CNG) Fueling Station Upgrade project (500095), with no net effect on the available resources in that fund. The budget adjustment provides an increase in the available resources of the EU operating funds (Water: $18,000, Wastewater: $18,000, Waste Services: $4,000) due to EU Technical Services staff charging their time to the project.

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).

 

This is a Service Agreement contract, and the criteria above apply, therefore no additional environmental review is required.
