RECOMMENDATION TO COUNCIL

Staff recommends City Council adopt a resolution authorizing the City Manager to execute the third amendment to professional services agreement with UtiliWorks Consulting, LLC. to provide consulting services for the implementation and deployment phases of the Advanced Metering Infrastructure (AMI) project.
 
BACKGROUND

Advanced Metering Infrastructure (AMI) is an integrated system of meters, communications networks, and data management systems that enables two-way communication between utilities and customers. AMI provides customers greater control over their energy and water use. AMI provides the utilities with information about energy and water usage at different times of the day, which provides customers tools to manage their usage proactively. Additionally, AMI provides utilities with the means to optimize electricity and water flows on the distribution systems, improve customer service, and respond to outages, leaks and theft reports faster. Due to regulatory requirements and operational efficiencies provided by AMI technology, over 90% of California residents and businesses currently have utility installed AMI meters in use.

The implementation and deployment phase is being extended primarily due to unforeseen complexities in developing the necessary integrations between the AMI system and Roseville’s existing Customer Information System (CIS). This amendment will task UtiliWorks with four main efforts: Integration support services to ensure operability between Roseville’s AMI, CIS, and Enterprise Asset Management systems; business process reengineering to help the utilities define future state business processes; project management support during both the implementation and deployment efforts, which includes an additional 13 months of expertise and oversight during implementation; and an additional 6 months of field verification and oversight of equipment deployment throughout the City.


 
FISCAL IMPACT

This amendment will extend the UtiliWorks AMI consulting services contract by $641,825, increasing the contract to a not-to-exceed amount of $2,303,549. The contract costs will be shared by the two existing Electric and Environmental Utilities AMI capital improvement projects, and funding is available in the FY2019-20 budgets, as part of the project contingency.



ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.  Approval of a third amendment to professional services agreement for the Advanced Metering Infrastructure project meets the above criteria and is not subject to CEQA. No additional environmental review is required.
