RECOMMENDATION TO COUNCIL
Staff recommends that the City Council adopt an ordinance to approve a budget adjustment in the amount of $2,795,902 in the Transportation Fund (6520) to modify existing Transportation Capital Improvement Project (CIP) budgets to match anticipated expenditures and associated revenues, and to increase available resources in the Transportation Fund.

BACKGROUND
Public Works Alternative Transportation Division staff have conducted a thorough review of the Division’s CIP’s, in coordination with Finance Budget staff, to improve the relationships between Council-approved CIP projects and their related revenue streams. Revenues previously recorded at the fund level are now being recorded at the project level for increased accountability, and a budget adjustment is required to make the change.

FISCAL IMPACT
The requested budget adjustment, in the amount of $2,795,902, will allow for accounting of revenues and expenditures in Transportation Fund Capital Improvement Projects. This budget adjustment does not increase the spending authority or scope of any of the affected capital projects. There is no impact to the City’s General Fund.

ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378.
This budget adjustment meets the above criteria and is not subject to CEQA. No additional environmental review is required.
